CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2018 - 77 <br />By: Councilman Schumann, Councilwoman Williamson and Councilman Glassburn <br />AN ORDINANCE AMENDING CHAPTER 1135 "ONE AND TWO <br />FAMILY RESIDENCE DISTRICTS" OF CHAPTER ELEVEN OF <br />THE CODIFIED ORDINANCES OF THE CITY OF NORTH <br />OLMSTED TITLED "PLANNING AND ZONING CODE, " FOR THE <br />THREEFOLD PURPOSE OF (1) ESTABLISHING BED AND <br />BREAKFAST INNS AS CONDITIONAL USES, (2) MODIFYING <br />REGULATIONS CONCERNING PARKING AND DRIVEWAYS; AND <br />(3) PERMITTING BOOK EXCHANGE BOXES AS ACCESSORY <br />USES. <br />WHEREAS, the City of North Olmsted has observed a lack of criteria in the Zoning <br />Code for the establishment of Bed and Breakfast Inns; and <br />WHEREAS, Bed and Breakfast Inns should be regulated to protect the general character <br />of our residential neighborhoods; and <br />WHEREAS, "Little Free Libraries" (a.k.a. Book Exchange Boxes) are a recent <br />development that call for structures to be placed on, among other places, residential property for <br />the purpose of neighbors, friends, and passersby to take, share or leave books to be enjoyed by <br />others; and <br />WHEREAS, Book Exchange Boxes are not permitted by the zoning code and it is the <br />desire of the City to permit such uses are accessory uses; and <br />WHEREAS, residential parking standards in Chapter 1135 are wanting of modification <br />based upon experiences in the Department of Planning and Development and the Division of <br />Building; and <br />WHEREAS, materials, width, length, nonconforming conditions and parking pads have <br />been reviewed by the Director of Planning and Development and recommended changes are <br />included in Exhibit B herein; and <br />WHEREAS, after careful consideration, the Planning and Design Commission of the City, <br />on the +` day of A ; t 20.1 , by formal motion, recommended the amended planning and <br />zoning code Chapter 1135 be approved / disapproved; and <br />WHEREAS, following publication of newspaper notice in conformance with the <br />provisions of Section 14 of Article IV of the Charter and Section 1127.03 of the Zoning Code, a <br />
