Council Minutes of 9-18-2018 <br />seconded by Councilman Brossard and passed unanimously. Ordinance 2018-78 adopted <br />6-0. <br />Ordinance 2018-77 introduced by Councilman Schumann, Councilwoman Williamson <br />and Councilman Glassburn was given its third reading. An Ordinance amending Chapter <br />1135 "One and Two Family Residence Districts" of Chapter Eleven of the Codified <br />Ordinances of the City of North Olmsted titled "Planning and Zoning Code," for the <br />threefold purpose of (1) establishing Bed and Breakfast Inns as conditional uses; (2) <br />modifying regulations concerning parking and driveways; and (3) permitting Book <br />Exchange Boxes as accessory uses. <br />Resolution 2018-82 introduced by Mayor Kennedy was given its second reading. A <br />Resolution accepting the amounts and rates as determined by the Budget Commission <br />and authorizing the necessary tax levies and certifying them to the County Fiscal Officer. <br />Councilman Schumann moved to suspend the rule requiring three readings as this was <br />discussed in committee and is time sensitive. The motion was seconded by Councilman <br />Brossard and passed 6-0. Councilman Schumann moved for adoption. The motion was <br />seconded by Councilman Brossard and passed unanimously. Resolution 2018-82 adopted <br />6-0. <br />Resolution 2018-83 introduced by Mayor Kennedy was given its second reading. A <br />Resolution directing the Fiscal Officer of Cuyahoga County to pay to the City of North <br />Olmsted, Ohio, during the year 2019, all money due and owing said city from any <br />collection source. Councilman Schumann moved to suspend the rule requiring three <br />readings as this was discussed in committee and is time sensitive. The motion was <br />seconded by Councilman Brossard and passed 6-0. Councilman Schumann moved for <br />adoption. The motion was seconded by Councilman Brossard and passed unanimously. <br />Resolution 2018-83 adopted 6-0. <br />Resolution 2018-84 introduced by Mayor Kennedy was given its second reading. A <br />Resolution approving of and authorizing the Mayor to enter into a collective bargaining <br />agreement with the Fraternal Order of Police/Ohio Labor Council for the Blue and Gold <br />Units and with the Corrections Officers, for the period January 1, 2018 through <br />December 31, 2020, and declaring an emergency. Councilman Schumann moved to <br />suspend the rule requiring three readings as this was discussed in committee and is time <br />sensitive. The motion was seconded by Councilman Brossard and passed 6-0. <br />Councilman Schumann moved for adoption. The motion was seconded by Councilman <br />Brossard and passed unanimously. Resolution 2018-84 adopted 6-0. <br />Ordinance 2018-85 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance authorizing the Mayor to enter into a Community Reinvestment Area (CRA) <br />Agreement with Omni Senior Living, LLC. for the North Olmsted Senior Living <br />Community Project, and declaring an emergency. <br />Resolution 2018-88 introduced by Mayor Kennedy and all of Council was given its <br />second reading. A Resolution declaring the opioid epidemic a public nuisance in the City <br />of North Olmsted, and declaring an emergency. Councilman Brossard moved to suspend <br />the rule requiring three readings as this was discussed in committee and is time sensitive. <br />on <br />
