EXHIBIT <br />PROPOSAL FOR PROFESSIONAL SERVICES <br />CITY OF (NORTH OLMSTED consultants <br />LEBERN DRIVE, DOVER CENTER ROAD, AND <br />CLAUGE PARK PUMP STATIONS' IMPROVEMENTS <br />PRELIMINARY DESIGN <br />PROJECT UNDERSTANDING <br />We understand the City of North Olmsted (hereinafter referred to as the City) will retain <br />CT Consultants to provide engineering services for the HVAC Improvements at the <br />Lebern Drive Pump Station and the Dover Center Road Pump Station. Additionally, the <br />City is considering retaining CT Consultants for similar engineering services for proposed <br />HVAC improvements at the Clague Park Pump Station. This section offers you our <br />understanding of the project scope and a general description of our approach to provide <br />professional engineering services for the HVAC improvements of the pump stations to <br />include alternative evaluation and preliminary design. Upon completion of this Phase, a <br />scope for final design, bidding, contract administration and observation during the <br />construction phase will be provided. <br />The HVAC systems at Lebern Drive, Dover Center Road, and Clague Park Pump Stations <br />were replaced around 2012. The HVAC systems include custom modular exterior grade - <br />mounted units, which provide 100% fresh outside air continuously, either heated (via <br />natural gas) or cooled (mechanical refrigeration), distributed via underground air ducts, <br />to ventilate and condition the drywell portions of the pump stations. The air is then <br />exhausted from the drywells via exhaust fans located adjacent to the HVAC units, also <br />ducted underground. The drywells require mechanical cooling for the variable frequency <br />drives (VFD) installed inside the buildings at grade level. The HVAC units generally <br />perform well, although the utility bills (natural gas, electric) can be excessive due to the <br />energy required to continually heat or cool the 100% outside air which can vary in <br />temperature anywhere from approximately 00 to 90°F. <br />The City desires to incorporate HVAC systems, similar to the recently installed systems <br />at Bradley Road Pump Station. Bradley Road incorporates an interior heating and <br />ventilating unit. The unit normally provides 25% outside air (75% recirculation), and <br />Prepared by CT Consultants, Inc.
