Council Minutes of 10-2-2018 <br />Mr. Sturgeon said maybe Council should consider introducing legislation to require these <br />things to be a certain distance from the sidewalk. <br />LEGISLATION <br />Ordinance 2018-77 introduced by Councilman Schumann, Councilwoman Williamson <br />and Councilman Glassburn was given its third reading. An Ordinance amending Chapter <br />1135 "One and Two Family Residence Districts" of Chapter Eleven of the Codified <br />Ordinances of the City of North Olmsted titled "Planning and Zoning Code," for the <br />threefold purpose of (1) establishing Bed and Breakfast Inns as conditional uses; (2) <br />modifying regulations concerning parking and driveways; and (3) permitting Book <br />Exchange Boxes as accessory uses. Councilman Schumann moved for adoption. The <br />motion was seconded by Councilwoman Williamson and passed unanimously. Ordinance <br />2018-77 adopted 6-0. <br />Ordinance 2018-85 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance authorizing the Mayor to enter into a Community Reinvestment Area (CRA) <br />Agreement with Omni Senior Living, LLC. for the North Olmsted Senior Living <br />Community Project, and declaring an emergency. Councilman Schumann moved for <br />adoption. The motion was seconded by Councilman Kearney and passed unanimously. <br />Ordinance 2018-85 adopted 6-0. <br />Ordinance 2018-89 was introduced and placed on first reading by Council President <br />Jones on behalf of herself and all of Council. An Ordinance establishing and fixing the <br />compensation for Council -at -Large Members for the term of office commencing January <br />1, 2020, through December 31, 2023. <br />Resolution 2018-90 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to enter into agreements with the City of Cleveland, <br />Division of Water to establish a Municipal Utilities District, to restate the Water Services <br />Agreement, and to provide for the transfer of water utility assets from the City of North <br />Olmsted. <br />MISCELLANEOUS BUSINESS <br />Councilman Kearney moved to excuse the absence of Councilman Brossard. The motion <br />was seconded by Councilwoman Hemann and passed unanimously. Councilman Brossard <br />excused 6-0. <br />Councilman Schumann scheduled a Finance meeting for Tuesday, October 16, 2018 at <br />6:45 p.m. to discuss Ordinance 2018-89. The Director of Finance and all of Council are <br />asked to attend. <br />Councilwoman Hemann scheduled an Environmental Control meeting for Tuesday, <br />October 16, 2018 at 7:00 p.m. to discuss Resolution 2018-90. The Mayor is asked to <br />attend. <br />3 <br />
