Council Minutes of 10-2-2018 <br />• The budget process is underway and the current plan is to have it to Council at its <br />meeting on Wednesday, November 7. <br />Council President Jones, Committee of the Whole: <br />The Committee of the Whole met Tuesday, October 2, 2018 at 7:00 p.m. Present were <br />Council members Glassburn, Hemann, Kearney, Limpert, Schumann and Williamson; <br />Council President Jones; Mayor Kennedy, Director of Safety & Service Glauner, Director <br />of Planning & Development Lieber, Clerk of Council Massarolo and guests. <br />Director Lieber updated Council on the new Sidewalk Program. This year was <br />Phase 1 and was focused on the property in Ward I1I. The Director talked about <br />several ways the department plans to improve the program for the City next year. <br />COuncilmembers asked questions about the costs, assessments and the speed at <br />which the total project would be completed. The project could be completed in as <br />soon as six years as opposed to the original proposed eight years. <br />Director Lieber also updated Council on the annual property maintenance sweeps. <br />This year, Ward III is being swept and it is about 50% completed as of today. <br />AUDIENCE PARTICIPATION <br />Jeff Sturgeon <br />3092 West 231 <br />Mr. Sturgeon wanted to know what was going on at the hotel near his street. He said they <br />have 10 boxcars sitting near the sidewalk and he isn't sure if they are using them to do <br />improvements or for storage. He said even if they have the proper paperwork, the City <br />should not allow them right up on the sidewalk. He said he does not like the place and <br />would like to see the City do something to get rid of these types of hotel. Mr. Sturgeon <br />also said there is another hotel nearby that has a lot of property maintenance issues. <br />Mayor Kennedy responded that the City has been working on it. <br />Mr. Sturgeon asked again about the boxcars at the first hotel he mentioned. <br />Mayor Kennedy said they are doing a renovation. <br />Director of Law Gareau said he believes there has been or will be a change of franchise <br />there. <br />Mr. Sturgeon asked if the City can make the hotel move the boxcars further from the <br />sidewalk. <br />Director of Law Gareau responded the hotel isn't using them to store inventory on site, <br />which is more closely regulated. If the containers are used for temporary storage of <br />construction materials he imagined the hotel would get some leeway. Director Gareau <br />said it has been there awhile and he has been keeping an eye on it as he drives by the <br />location a lot. <br />2 <br />
