Council Minutes of 11-7-2018 <br />Ordinance 2018-102 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance amending the Traffic Control File of the City of North Olmsted to remove left <br />turn restrictions onto Butternut Ridge Road at Revere Drive in the City of North Olmsted, <br />and declaring an emergency. <br />Ordinance 2018-103 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance authorizing the Mayor to request proposals for plumbing, heating, ventilation, <br />air conditioning and plumbing preventative maintenance services for the City's Division <br />of Recreation and further authorizing the Mayor, subject to approval of the Board of <br />Control, to enter into an agreement with the contractor selected in the RFP process. <br />Resolution 2018-104 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution dispensing with the RFP process and authorizing the Mayor to enter into a <br />contract with CT Consultants, Inc. for engineering services for HVAC systems at the <br />Dover, Lebern & Clague Park Lift Stations of the Sanitary Sewer Collection System, and <br />declaring an emergency. Councilwoman Hemann moved to suspend the rule requiring <br />three readings and formal committee review as this was discussed in Caucus. <br />Councilwoman Hemann stated that in the discussion this is a proposal to redo the HVAC <br />system at Dover, Lebern & Clague Park Lift Stations. The stations that were originally <br />put in did a fine job, but sadly are now running constantly. This company assisted earlier <br />in the year at the Bradley Lift Station and help reduce some cost and the maintenance on <br />that. The City requires that a proposal or contract of $25,000 or more requires Council <br />approval. This contract is estimated to be $24,600 and not to exceed $26,000 and so as a <br />precaution to make sure the fulfilment of that $25,000 threshold is met we are asking for <br />suspension. The motion was seconded by Councilman Glassburn and passed <br />unanimously. Councilwoman Hemann moved for adoption. The motion was seconded by <br />Councilman Limpert and passed unanimously. Resolution 2018-104 adopted 7-0. <br />Ordinance 2018-105 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance authorizing the Mayor to contract with Pelton Environmental Products <br />Company to purchase a Centrifuge Scroll (Rotating Assembly), and to encumber funds <br />for a cost of $133,500.00, for use at the Wastewater Treatment Plant, and declaring an <br />emergency. <br />Resolution 2018-106 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Director of Planning and Development to make application on <br />behalf of the City of North Olmsted for the Cuyahoga County Supplemental Grant <br />Program; further authorizing the Mayor to accept funds, if awarded, and to execute a <br />contract as required; and declaring an emergency. <br />MISCELLANEOUS BUSINESS <br />Councilman Schumann scheduled a Finance meeting for Tuesday, November 13, 2018 at <br />7:00 p.m. to discuss Ordinance 2018-99. The Director of Finance is asked to attend. <br />Councilman Brossard scheduled a Public Safety, Health & Welfare meeting for Tuesday, <br />November 13, 2018 at 7:10 p.m. to discuss Ordinance 2018-101 and Ordinance 203. The <br />Director of Safety & Service is asked to attend. <br />
