Council Minutes of 12-04-2018 <br />applicant is proposing to drain and channel storm water to the front of the <br />property where a storm water detention system is located. Improvements will be <br />made off-site, as well, so that in larger storm events, water will travel through <br />pipes and ultimately into the Root Ditch channel. The committee voted 3-0 to <br />recommend to Council with the conditions imposed by the Planning & Design <br />Commission. <br />Councilwoman Williamson moved to approve CMS 18-12619 Vitalia Senior Living with <br />the conditions imposed by the Planning & Design Commission, including the reductions <br />of setbacks and the required public parking. The motion was seconded by Councilman <br />Schumann and passed unanimously. CMS 18-12619 approved 7-0. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, November 27, 2018 at 7:33 p.m. Present were <br />committee members Schumann, Brossard and Kearney; Council members Glassburn, <br />Hemann, Limpert and Williamson; Council President Jones; Director of Finance Copfer, <br />Director of Law Gareau, Director of Safety & Service Glauner, Director of Planning & <br />Development Lieber and guests. <br />• Discussed was Resolution 2018-107. A Resolution dispensing with the RFP <br />process and authorizing the Mayor to enter into an agreement for additional <br />services from Records Imaging Service, Inc., for the purpose of scanning and <br />indexing public records of City Boards and Commissions. The cost is $1,034 plus <br />$180 per year for hosting. The committee voted 3-0 to recommend to Council. <br />The Finance Committee also met on Tuesday, November 27; Wednesday, November 28; <br />Thursday, November 29; and Tuesday, December 0' 2018 regarding the 2019 Temporary <br />Appropriations. Present for some or all of the meetings were committee members <br />Schumann, Brossard and Kearney; Council members Glassburn, Hemann, Limpert and <br />Williamson; Council President Jones; Mayor Kennedy; Director of Finance Copfer, <br />Director of Human Resources Gallo, Director of Law Gareau, Director of Safety & <br />Service Glauner, Director of Planning & Development Lieber, multiple Managers and <br />Division Heads and guests. <br />• Discussed was Ordinance 2018-100. An Ordinance to make temporary <br />appropriations for current expenses and other expenditures for the City of North <br />Olmsted for the year ending December 31, 2019 and declaring an emergency, as <br />amended. During several discussions, Director Copfer shared with Council how <br />the City uses the general historic trend to determine revenue. The County <br />estimates the city's property tax collections to increase nine percent. While <br />income tax projections are based on a three year average, the City is expecting a <br />hit as some work place cities are raising their income tax and North Olmsted gives <br />100% credit up to 2%. Mayor's Court fees and fines are based on 2015 activity as <br />suggested by the Chief of Police. Permits and fees are expected to increase as a <br />few new projects are in the pipeline. EMS fees are expected to increase due to the <br />rate increase in 2017. The state also helps determine local government funding. <br />While two new hotels opened this year, Director Copfer opted to hold to a more <br />3 <br />
