Council Minutes of 12-04-2018 <br />• Finally, last time I wished the Buckeyes good luck. I was doubting and I'll never <br />doubt again. <br />Director of Finance Copfer: <br />• The October 2018 monthly detail and financial reports were sent to Council and <br />the Administration today. <br />Councilman Brossard Chairman of the Public Safety, Health and Welfare Committee: <br />The Public Safety, Health and Welfare Committee met on Tuesday, November 27, 2018 <br />at 7:24 p.m. Present were committee members Brossard, Williamson and Limpert; <br />Council members Glassburn, Hemann, Kearney and Schumann; Council President Jones; <br />Director of Safety & Service Glauner, Director of Planning & Development Lieber and <br />guests. <br />• Discussed first was Resolution 2018-108. A Resolution authorizing the Mayor to <br />enter into a one year contract with TAC Computer Inc. in order to provide <br />maintenance and repair services to computer hardware and software in the North <br />Olmsted Police Department, and declaring an emergency. This is the annual <br />contract for repair services of computer hardware and software for the MBT, CAT <br />and 911 systems in the Police Department. The contract costs $17,655 which is <br />about a two percent increase over the last contract. TAC is the only vendor <br />capable of syncing and coordinating multiple agencies. If there was to be a change <br />in vendor the City would have to incur approximately $80,000 to $100,000 in new <br />equipment charges. The committee voted 3-0 to recommend to Council. <br />Councilwoman Williamson Chairwoman of the Building, Zoning and Development <br />Committee: <br />The Building, Zoning and Development Committee met on Tuesday, November 27, 2018 <br />at 7:00 p.m. Present were committee members Williamson, Limpert and Schumann; <br />Council members Brossard, Glassburn, Hemann and Kearney; Council President Jones; <br />Mayor Kennedy, Director of Safety & Service Glauner, Director of Planning & <br />Development Lieber, City Engineer DiFranco, the applicant and guests. <br />• Discussed was CMS 18-12619 Vitalia Senior Living, located on Lorain Road. <br />This proposal consists of a new senior residence facility. The land involved is <br />approximately 8.6 acres along Lorain Road that consists of vacant commercial <br />property, an existing bar and a landscape business. Existing structures will be <br />demolished. New construction consists of three connected buildings: a three-story <br />independent living facility, a two-story assisted living facility and a one-story <br />memory care unit. Additionally, nine single -story residential cluster units are <br />proposed, clustered in three groups of three units each. The property is zoned B-2 <br />Office/Service District, and abuts other B-2 property as well as single family <br />residential property along the side and rear property lines. The Planning & Design <br />Commission has recommended the reduction of the required setback as it was <br />determined there was no adverse impact on the abutting properties. Storm water <br />management is a significant concern at this property, especially because this <br />parcel is not served by a storm sewer along the Lorain Road frontage. The <br />2 <br />
