Council Minutes of 12-04-2018 <br />chipper. The Waste Water Treatment plant is asking to purchase a sewer cleaning <br />vacuum truck to replace an eight year old truck and a $230,000 cable winch <br />sludge hauling truck. They are also budgeting for pumps, grinders, parts, a five <br />foot radial drill press, a major software upgrade and some building improvements. <br />In the Mayor's budget there has been an increase in the cost of fireworks and the <br />Mayor is asking for $11,000 for military pole banners and Flags of Honor. <br />Mayor's Court has a increased spending on salaries. The Recreation Department <br />is asking for a $50,000 capital outlay for a new playground at North Olmsted <br />Park. Springvale had a tough 2018 for golf, but a good year for the ballroom. <br />They have a conservative estimate for 2019 considering the pavilion will be up <br />and running next year. Human Resources has asked for $20,000 for an employee <br />development project. Additionally, $6,700 is being requested for supervisory <br />training on the policy and procedural manual. Civil Service has budgeted $44,000 <br />for testing as there is some expected testing needs for Fire and Police new hires <br />and promotions. Youth and Family Services is asking for funds to repair and <br />replace the raised bed gardens at the Community Garden behind the Oxcart <br />Pantry. The Senior Center has some money budgeted for filing cabinets and <br />furniture. Information Technology has requested $70,000 for servers and <br />equipment for a surveillance camera system and $200,000 for a city wide <br />computer upgrade project. There were several questions that came up outside of <br />the Finance Department purview and those topics have referred to the proper <br />committees. <br />Councilman Schumann made a motion to amend Ordinance 2018-100. The motion was <br />seconded by Councilman Brossard and passed 6-1. Ordinance 2018-100 amended. <br />Councilwoman Hemann voted yes with comment. I am one of the folks that was against <br />the $10,000 portion of the budget for a police officer at our Council meetings. I think our <br />Police Chief is a salaried person and many of the other suburbs have their Chief attend <br />rather than an officer they have to pay. I would prefer to see that if we have to have <br />someone. But I much rather see stepping up sooner the program to provide building <br />security, because to our residents it feels like we feel so unsafe sitting here. I go to the <br />grocery store, my address is on the website so I don't really feel the need for a safety <br />issue in our room here, but rather in our entire building. <br />Councilman Limpert voted yes with comment. Councilwoman Hemann mentioned a lot <br />of things I was going to say, but I also disagree with $10,000 being allocated for Council <br />for a uniformed police officer to be allocated overtime fees to be present at every Council <br />meeting held. Again, I think this is a myopic solution to a broader security concern and I <br />think it needs more discussion. Other than that, tremendous job by the Directors, Mayor <br />and Finance Director especially for what looks to be a solid budget.
