Council Minutes of 12-04-2018 Brossard, Kearney, Limpert and Schumann; Council President Jones; Director of Finance Copfer, Director of Law Gareau, Director of Safety & Service Glauner, Director of Planning & Development Lieber and guests. • Discussed was Ordinance 2018-109, A Resolution authorizing the Mayor to enter into an ongoing Memorandum of Understanding ("MOU") agreement with the Cuyahoga County Soil and Water Conservation District ("SWCD") to provide the City of North Olmsted with Minimum Control Measures 1 & 2 in accordance with the requirements of National Pollutant Discharge Elimination Systems ("NPDES") Phase II, and declaring an emergency. This Memorandum of Understanding comes before Council every year and it provides the information services by the way of bulletins and flyers to our residents with regard to wastewater treatment and our soil and water conservation. The price has not changed it is a $5,500 contract. The committee voted 3-0 to recommend to Council. COMMUNICATIONS Mr. Douglas Klimkowicz wrote a letter to Council objecting to the invoice for the replacement of his sidewalk. He claims the contractor did not repair his property to its prior state and a property line marker has been removed. He said the engineering department denies removal of the marker. He is asking the City to repair his property to its prior state before he makes any payment. A copy of this letter was placed in each member of Council's mailbox and his Ward Councilmember has been notified of the issue. Additionally, a copy of the letter was provided to the Mayor and he has been asked to respond to Mr. Klimkowicz. AUDIENCE PARTICIPATION No participation. LEGISLATION Ordinance 2018-101 introduced by Councilman Schumann was given its third reading. An Ordinance amending the Traffic Control File of the City of North Olmsted to remove school hour parking restrictions on Revere Drive, Pompton Drive, Glouchester Drive, Nantucket Drive and Dorothy Drive, and declaring an emergency, as amended. Councilman Schumann moved for adoption. The motion was seconded by Councilman Brossard and passed unanimously. Ordinance 2018-101 adopted 7-0. Ordinance 2018-102 introduced by Councilman Schumann was given its third reading. An Ordinance amending the Traffic Control File of the City of North Olmsted to remove left turn restrictions onto Butternut Ridge Road at Revere Drive in the City of North Olmsted, and declaring an emergency, as amended. Councilman Schumann moved for adoption. The motion was seconded by Councilman Brossard and passed unanimously. Ordinance 2018-102 adopted 7-0. 0
