Council Minutes of 1-2-2019 Yes: Schumann, Brossard, Williamson, Limpert, Kearney, Hemann, Glassburn No: None Motion carried. Ordinance 2019-9 adopted 7-0. Resolution 2019-10 was introduced and placed on first reading by Mayor Kennedy and Councilman Glassburn. A Resolution dispensing with the formal RFP process and authorizing the Mayor to enter into an agreement with Pradco in order to provide for consulting services for an employee development assessment program, and declaring an emergency. Councilman Schumann moved to suspend the rules requiring three readings as this was discussed in committee and is time sensitive. The motion was seconded by Councilman Brossard and passed 6-1. Roll Call: Yes: Schumann, Brossard, Hemann, Kearney, Limpert, Williamson No: Glassburn Motion carried 6-1. Councilman Limpert voted yes with comment. I think this is going to be a very productive program and something that residents have provided a lot of feedback over the years. I know the Planning Director has been working on this for a while and I am excited to get this in place. Councilman Schumann moved for adoption. Ordinance 2019-11 was introduced and placed on first reading by Mayor Kennedy. An Ordinance amending Section 141.99 of Chapter 141 of the Administrative Code entitled "Department of Public Service" in order to identify and list the positions to be supervised by the Assistant Superintendent Maintenance within the Division of Wastewater. Resolution 2019-12 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Mayor to accept a donation of a precision rifle scope from Brian Lanckiewicz, valued at $2,900.00, to be used by the North Olmsted Police Department, and deployed by the Westshore Enforcement Bureau Sniper Team. Resolution 2019-13 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Director of Planning & Development to advertise for bids for the award of a contract to provide construction services for the Springvale Roof & HVAC Project, as detailed in the specifications on file in the Department of Planning and
