OLMSTED 82- 159 -, (c) Subscribers or users of security systems who have not cantracted with a security alarm dealer for an alarm agent to respond to the scene of alarm activations shall indicate the telephone numbers of at least two (2) responsible persons who axe capable of deactivating and resetting the alarm system and of assisting the police to secure the premises, if necessary, and who may be notified by the North Olmsted Police Department to respond to the scene. Such person or pexsons shall respond to the scene within one-half (1/2) hour after being requested to do so by the Noxth Olmsted Police Department, unless good cause is shown. (d) No person shall install or maintain a security alarm system which does not have some safeguard which allows reasonable delay to halt or recall an accidental alarm activation before the alarm is communicated to the North Olmsted Police Department for response to the scene. 559.11 GENERAL PROVISIQNS (a) Al1 ec{uipment used in installations for which a permit is required shall meet the applicable standards of the Under- writers Laboratories and/or other recognized industry standard. Applicant may be required to submit evidence of the xeliability and suitability of the ec{uipment to be installed. (b) The sensory mechanism used in connection with such devices must be adjusted to suppress false indications of fire or intrusion, so that the devices will not be actuated by impulses due to transient pressure change in water pipes, short flashes of light, wind noises such as the rattling or vibrating of dooxs or windows, vehicular noise adjacent to the installation or other forces unrelated to genuine alarms. (c) Each permit application is to be accompanied by a copy of the opexating instructions for the device. (d) The Chief of Police or any officer designated by him shall have the authority, at reasonable time and upon twenty-four (24) hour oral notice, to enter upon any premises within the City, to inspect the installation and operation of an automatic protection device or signalling device, the purpose of which is to report an emergency to the police. (e) If any provision of this Ordinance is for any reason held invalid by any court of competent jurisdiction, such pro- viSion shall be deemed a separate, distinct and independent provision, and such holding shall not affect the validity of the remaining provisions. 559.12 RULES AND REGULATIONS The Safety Director or his authorized representative shall make and enforce such rules and regulations as he may deem necessary for the enforcement of the provisions hereof, and for the proper determination and collection of the fees and charges herein provided.
