R wnERPEL <br />AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE <br />ELECTORS OF THE CITX OF NORTH OLMSTED OF A PROPOSED <br />AMENDMENT TO THE CHARTER OF THE CITY OF NORTH OLMSTED <br />RELATING TO THE ELIMINATION OF THE ADVISORY COMMISSION <br />APPOINTED BY THE DIRECTqR OF PUBLIC SAFETY AS REQUIRED <br />BY SECTION 4 OF ARTICLE V OF THE CHARTER, AND DECLARING <br />AN EMERGENCY. <br />WHEREAS, pursuant to the Charter of the City of North Olmsted, <br />and the Constitution of the State of Ohio, this Council has determined <br />to authorize and direct the submission to the electors of the City of <br />North Olmsted of a prQposed Charter amendment, hereinafter set forth <br />in the General Election to be held on November 2, 1982, which election <br />is not less than sixty (60) days, nor more than one hundred twenty <br />(120) days from the date of the passage of this ordinance. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO, TWO-THIRDS OF <br />THE COUNCIL CONCURRING: <br />SECTION l: That this Council hereby authorizes and directs <br />the su mission to the electors of the City of North Olmsted at the <br />General Election to be held at the usual places of voting in said <br />City on Tuesday, November 2, 1982, the following proposal to amend <br />the Charter of the City of North Olmsted: <br />PROPOSAL <br />That Section 4 of Article y of the Charter relating <br />to the Advisory Commission appointed by the Director <br />of Public Safety be amended to eliminate such Advisory <br />Commission. Such amended Section 4 of Article V to <br />read as follows: <br />ARTICLE V <br />ADMINISTRATIVE OFFICERS AND DEPARTMENTS <br />SEC. 4 DEPARTMENT OF PUBLIC SAFETY. <br />The Director of Public Safety shall have charge of the <br />Department of Public Safety. He shall make all necessary rules <br />and regulations for the goYernment of the Department and the divisions <br />thereof. He shall not hold any other elective or appaintive office <br />or uther full time employment, public or private. He shall be <br />charged with the duty of enforcing all police, fire, safety, health, <br />sanitary, and building regulations that may be prescribed by ordinances <br />or rules of the City or, when applicable, the general laws of Ohio. <br />He shall be charged with the responsibility of developing, operating <br />and maintaining parks and recreation facilities and programs for the <br />City, and of initiating and coordinating efforts to prevent crime <br />and delinquency. He shall perform such other duties consistent with <br />his office as may be required by this Charter, by ordinance of the <br />Council, or as directed by the Mayor.
