Director Glauner said WHS Engineering, which <br />specializes in air flow balance studies and HVAC, did a complete assessment of <br />City Hall. The current system was installed in 1983 and revamped in 1992. It is <br />still operating on an antiquated Windows 95 system. The Director said no control <br />parts are available in the immediate area and most need to be purchased through <br />Canada. WHS made several recommendations regarding major problem areas. <br />Due to technical constraints, the system will be installed on a platform in the fleet <br />area. It will provide a new HVAC to Council Chambers, two split systems one for <br />Caucus and one for HR, which has never had air. They will also redo the controls <br />throughout City Hall so the entire building can easily be controlled. Councilman <br />Brossard asked if there would be savings in the cost of utilities and the Director <br />said the new units would be more efficient so they should save in utility costs. <br />The committee voted 3-0 to recommend to Council. <br />• Discussed next was Resolution 2019-18. A Resolution authorizing the Director of <br />Public Service to advertise for bids for the award of a contract to provide a new <br />range roof enclosure and roof replacement at the North Olmsted Police Station, as <br />detailed in the specifications on file, and authorizing the Mayor, following <br />approval of the Board of Control, to contract for the same with the lowest and best <br />bidder. Director Glauner said the problems are constant leaking and the moisture <br />barrier has been compromised. The wall that goes around the outside rail is ready <br />to fall off because the bricks have been compromised. Just replacing the roof and <br />decking was $208,000, but because of needed space for storage the City decided it <br />made more sense to remove the back decking and enclose the top. It would allow <br />for protection of the range and provides three needed offices. One would be for <br />storage of the files, another for equipment and cleaning supplies. The third space <br />will be used for the Lieutenants. The enclosure will cost around $610,000. The <br />City also need to replace the roof of the whole police station so the total cost of <br />this project is around $1.1 million. The Director showed Council a drawing of the <br />addition that would be put on. Councilwoman Hemann said she has visited the <br />Police Station this year and there is an entire wall and good portion of the ceiling <br />in the evidence room that is leaking. She also said it is clear the firing range is <br />leaking and the way it will be redone will change the ammunition the officers' <br />practice with and the upside is a lot more than the cost seems to be. Councilman <br />Limpert asked if anyone does external storage for criminal cases that could be <br />contracted out which would be more secure, scalable and potentially be cheaper in <br />the long run. Director Glauner said he isn't sure, but the concern would be the <br />chain of evidence, but lie could check into it.
