Council Minutes of 2-5-2019 LEGISLATION Ordinance 2019-2 introduced by Mayor Kennedy was given its third reading. An Ordinance providing for the issuance and sale of not to exceed $165,000 of notes, in anticipation of the issuance of bonds, to provide funds to pay costs of acquiring and installing telecommlmications system equipment and network fiber, together with necessary appurtenances and work incidental thereto, for use in carrying out city services and functions; and declaring an emergency. Councilman Schumann moved for adoption. The motion was seconded by Councilman Brossard and passed unanimously. Roll Call: Yes: Schumann, Williamson, Brossard, Limpert, Glassburn No: None Motion carried. Ordinance 2019-2 adopted 5-0. Ordinance 2019-3 introduced by Mayor Kennedy was given its third reading. An Ordinance providing for the issuance and sale of not to exceed $1,565,000 of notes, in anticipation of the issuance of bonds, to provide funds to pay costs of improving Alden Drive and certain other designated streets between certain termini in the City by reconstructing and rehabilitating the pavement base, adjusting, constructing and reconstructing catch basins, curbs and curb ramps, manholes and utility valve and monument boxes, where necessary, preparing the surface and resurfacing, in each case together with necessary appurtenances and work incidental thereto; and declaring an emergency. Councilman Schumann moved for adoption. The motion was seconded by Councilman Brossard and passed unanimously. Roll Call: Yes: Schumann, Brossard, Glassburn, Williamson, Limpert No: None Motion carried. Ordinance 2019-3 adopted 5-0. Councilman Glassburn voted yes with comment. Yes, because this is effectively a reissuancc of previously borrowed funds. Ordinance 2019-4 introduced by Mayor Kennedy was given its third reading. An Ordinance providing for the issuance and sale of not to exceed $325,000 of notes, in anticipation of the issuance of bonds, to provide funds to pay costs of acquiring and installing computer hardware and software, together with necessary appurtenances and work incidental thereto, for use in carrying out City services and functions. Councilman Schumann moved for adoption. The motion was seconded by Councilman Brossard and passed 4-1. Roll Call: Yes: Schumann. Brossard, Limpert, Williamson No: Glassburn Motion carried. Ordinance 2019-4 adopted 4-1. Councilman Glassburn voted no with comment. No, because the City is running a deficit. 5
