Council Minutes ot'2-5-2019 <br />• Discussed first was Resolution 2019-16. A Resolution declaring the necessity of <br />the construction and repair of certain sidewalks in the City of North Olmsted by <br />the abutting property owners; the construction, repair, and assessment of the costs <br />of sidewalks in certain cases by the City, and declaring an emergency. Mr. <br />DiFranco explained the program covered approximately 2,300 properties this <br />year. Within those 2,300 properties, about 1/3 was cited for one block or more. <br />The City Engineer explained as part of the process the Service Department would <br />go through and remove roots that were from the tree lawn. Any roots from trees <br />within the rest of the resident's property would be the responsibility of the <br />resident. He also explained this year there was going to be a focus on concrete <br />leveling as a cheaper alternative to replacement or repair. Councilwoman Hemann <br />brought up some concerns regarding Ward IV, which is going through the City's <br />Property Maintenance sweeps this year. She expressed concern about making sure <br />anv of the Ward IV residents cited for sidewalk violations as part of the sweeps, <br />would be able to leverage this program, which should provide residents with a <br />lower cost alternative. The City Engineer explained the sidewalks were no longer <br />part of the scope of the sweeps anymore and would not be cited as a part of the <br />program. Councilman Limpert asked more broadly if there was ability to explore <br />expansion of the program to anyone cited outside of the program, such as an <br />individual complaint. The City Engineer explained that based on timelines and <br />commitments it would be difficult to expand outside the program to those <br />complaints. Additionally, lie said he expected the number of individual <br />complaints would be extremely small. There was other general conversation <br />regarding the program. The committee voted to hold Resolution 2019-16 in <br />committee by a vote of 3-0. <br />The Streets and Transportation Committee also met on Tuesday, February 5, 2019 at 7:10 <br />p.m. Present were committee members Limpert and Glassburn; Council members <br />Brossard, Schumann and Williamson; Council President Jones; Mayor Kennedy, Director <br />of Human Resources Gallo, Director of Safety & Service Glauner, Director of Planning <br />& Development Lieber and guests. <br />• This was a continuation of Resolution 2019-16. Director Lieber provided a list of <br />sidewalk complaints from outside the Sidewalk Program in 2018. There were a <br />total of 10. Five of those were residential, one of which has been placed on stay as <br />it is on IZanchview Avenue, which the City is looking at how to best address given <br />the circumstances of that street. The other point, which was not mentioned in <br />committee, but 1 want to mention it here is Ms. Lieber had a conversation with me <br />to explain that the ability to incorporate an expansion outside the sidewalk <br />program would be challenging due to the State mandate requiring paperwork and <br />notification to the residents. The mandates and timelines that must be adhered to <br />would make it difficult for those individuals cited outside of the program to be <br />incorporated into it.
