MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MARCH 5, 2019 <br />Present: Council President Jones, Council Members Brossard, Glassburn, Hemann, <br />Kearney, Limpert, Schumann & Williamson <br />Also Present: Mayor Kennedy, Director of Finance Copfer, Director of Human <br />Resources Gallo, Director of Law Gareau, Director of Safety & Service <br />Glauner, Director of Planning & Development Lieber and Clerk of <br />Council Massarolo <br />Council President Jones called the meeting to order at 8:00 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />The Council meeting minutes of February 19, 2019 were approved as written. <br />The following legislation will be considered for passage under suspension of the rules <br />this evening: Second Reading: Resolution 2019-31 and Resolution 2019-35. <br />REPORTS <br />Mayor Kennedy: <br />• The Recreation Center is filling part-time positions for summer camp counselors <br />and overnight maintenance staff. <br />• Fish Fry's at Springvale start this Friday and go through April 12. <br />• The City is in the process of making a New Resident Packet that will be <br />accessible on-line. It should be available by the end of the week. <br />• Captain Tim Gut from the Fire Department will be retiring on March 12. <br />Director of Law Gareau: <br />• For those of you have driven by the Westbury, you've noticed there is scaffolding <br />there and they have been working on it for some time. There is a quite a bit of <br />history on this that goes back probably about a decade with issues from the City <br />engineers and their own engineers because bricks were coming off the building. <br />Without getting into the long history, there is a case that has proceeded with a <br />criminal charge for property maintenance violations that carry with them a $1,000 <br />a day penalty. They started doing something last year and it started slowing down, <br />so we went back to court to encourage them to get busy again. The City was in <br />court at the end of the year and the court issued an order that could impose a total <br />fine of up to $350,000 on these particular criminal charges. The work was <br />supposed to be finished by the end of December 2018 and they did not make the <br />deadline and were found guilty. The new deadline is next December to get the <br />work done. The Westbury has paid a total of $15,000, if they get the work done <br />it's all they will pay. If not, they will pay another $335,000. This will be used as a <br />
