Council Minutes ol'3-19-2019 <br />associated is 2.516 percent. It was sold at a premium and the coupon is three <br />percent, but the yield is 1.97. The City did really well and the rate we <br />benchmarked against went down four basis points the Friday before so the City <br />saved four basis points on the sale. <br />Council President Jones, Committee of the Whole: <br />The Committee of the Whole met on Tuesday, March 12, 2019 at 7:55 p.m. Present were <br />Council members Brossard. Glassburn, Hemann, Kearney Limpert and Schumann, <br />Council President Jones; Mayor Kennedy, Director of Finance Copfer, Director of <br />Planning & Development Lieber and guests. <br />• Discussed were nine pieces of legislations: Resolutions 2019-36 through 2019-44. <br />They are in honor of nine boys who completed their Arrow of Light Award, <br />which is the highest award that can be earned through Cub Scouts. They had an <br />Opportunity to come and spend some time with Council a few months ago. <br />Councilman Kearney Chairman of the Recreation, Public Parks and Buildings <br />Committee: <br />The Recreation, Public Parks and Buildings Committee met on Tuesday, March 12, 2019 <br />at 7:05 p.m. Present were committee members Kearney, Hemann and Brossard; Council <br />members Glassburn, Limpert and Schumann, Council President Jones, Mayor Kennedy, <br />Director of Finance Copfer, Director of Human Resources Gallo, Director of Safety & <br />Service Glauner, Director of Planning & Development Lieber and guests. <br />• Discussed was Resolution 2019-49. A Resolution authorizing the Director of <br />Planning and Development to make application on behalf of the City of North <br />Olmsted for a NatureWorks grant for improvements to North Olmsted <br />Community Park through the Ohio Department of Natural Resources (ODNR); <br />further authorizing the Mayor to accept the grant, if awarded, and to execute any <br />contracts with ODNR. Director Lieber said we were close last time we applied for <br />this grant and was encouraged to apply for it again. The committee voted 3-0 to <br />recommend to Council. <br />• Discussed next was Resolution 2019-50, A Resolution authorizing the Mayor, on <br />behalf of the City of North Olmsted, to enter into an agreement with the Northeast <br />Ohio Public Energy Council (NOPEC), to accept NOPEC Energized Community <br />Grants for 2019, and declaring an emergency. This is money the City would <br />receive from NOPEC. The committee voted 3-0 to recommend to Council with <br />suspension. <br />Councilman Brossard Chairman of the Public Safety, Health and Welfare Committee: <br />The Public Safety, Ilealth and Welfare Committee met on Tuesday, March 12, 2019 at <br />7:12 p.m. Present were committee members Brossard and Limpert; Council members <br />Glassburn, Ilemann and Schumann; Council President Jones. Mayor Kennedy, Director <br />of Human Resources Gallo, Director of Law Gareau, Director of' Safety & Service <br />Glauner, Director of Planning & Development Lieber and guests. <br />2 <br />
