An Ordinance amending and restating Section 957.01 of Chapter 957 (Alcoholic Beverages on Public Grounds) of the Codified Ordinances of the City of North Olmsted in order to permit beer and wine to be sold and consumed at the annual North Olmsted Party in the Park. This is the Arts Commission second annual North Olmsted Party in the Park. One question was raised about if there would be any overlapping events in the park. According to Director Lieber, the answer is no as the event has the entire park booked. The committee voted 1-1 to make no recommendation to Council. Councilman Limpert Vice Chair of the Building. Zoning and Development Committee: The Building, Zoning and Development Committee met on Tuesday, March 12, 2019 at 7:15 p.m. Present were committee members Limpert and Schumann; Council members Brossard, Glassburn, Hemann and Kearney; Council President Jones; Director of Finance Copfer, Director of Human Resources Gallo, Director of Law Gareau, Director of Planning & Development Lieber, the applicant and guests. • Discussed was Ordinance 2019-47. After introduction, the Director of` Law recommended it be held in committee. The committee voted 2-0 to hold in committee. Councilman Schumann Chairman ofthe Finance Committee: 'The Finance Committee met on Tuesday, March 12, 2019 at 7:35 p.m. Present were committee members Schumann, Brossard and Kearney; Council members Glassburn, liemann and Limpert; Council President Jones, Director of Finance Copfer, Director of Human Resources Gallo, Director of Law Gareau, Director of Safety & Service Glauner, Director of Planning & Development Lieber and guests. • Discussed first was Resolution 2019-45. A Resolution formally adopting the previously -established Department of Finance Policy for the use of credit cards, and declaring an emergency. This a policy regarding the use of City credit cards by employees. The committee voted 3-0 to recommend to Council with suspension. • Discussed next was Ordinance 2019-46. An Ordinance authorizing the Director of Law to retain the services of Thompson Hine L.L.P., Attorneys at Law, to represent the City of North Olmsted in litigation/arbitration concerning the Springvale Improvement Phase I Construction Project, and declaring an emergency. Thompson time is an expert in construction litigation and the City needs to be able to defend itself. The Director of Law has promised Council updates.
