Council Minutes of 4-02-2019 <br />of Light Award in Cub Scouting. Councilman Limpert moved for adoption. The motion <br />was seconded by Councilman Brossard and passed unanimously. <br />Roll Call: <br />Yes: Limpert, Brossard, Hemann, Schumann, Williamson, Glassburn, Kearney <br />No: None <br />Motion carried. Resolution 2019-44 adopted 7-0. <br />Resolution 2019-45 introduced by Mayor Kennedy was given its third reading. A <br />Resolution formally adopting the previously -established Department of Finance Policy <br />for the use of credit cards, and declaring an emergency. Councilman Schumann for <br />adoption. Resolution 2019-45 adopted 7-0. <br />Ordinance 2019-48 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance amending and restating Section 957.01 of Chapter 957 (Alcoholic Beverages <br />on Public Grounds) of the Codified Ordinances of the City of North Olmsted in order to <br />permit beer and wine to be sold and consumed at the annual North Olmsted Party in the <br />Park. Councilman Brossard moved for adoption. The motion was seconded by <br />Councilwoman Williamson and passed 4-3. <br />Roll Call: <br />Yes: Brossard, Williamson, Kearney, Schumann, <br />No: Limpert, Hemann, Glassburn <br />Motion carried. Ordinance 2019-48 adopted 4-3. <br />Councilman Limpert voted no with comment. I support it being approved for this year, <br />but I do not think this should be automatically renewed annually without Council review. <br />Councilwoman Hemann voted no with comment. I concur with Councilman Limpert that <br />I believe too many things are being taken out of Council's hands and they need to be <br />reviewed annually. So, while I agree that alcohol being served at a City event is not the <br />issue. The issue is so many things are being rubber stamped. I think that is inappropriate. <br />Resolution 2019-49 introduced by Mayor Kennedy was given its third reading. A <br />Resolution authorizing the Director of Planning and Development to make application on <br />behalf of the City of North Olmsted for a NatureWorks grant for improvements to North <br />Olmsted Community Park through the Ohio Department of Natural Resources (ODNR); <br />further authorizing the Mayor to accept the grant, if awarded, and to execute any <br />contracts with ODNR. Councilman Kearney moved for adoption.
