Council Minutes of 4-16-2019
and 116 in 2018. Building Code violations were number one in each year.
Disorderly conduct and disorderly conduct intoxicated were also among the most
commonly cited citations. Traffic offenses handled in Rocky River stayed about
the same. There were 274 two years ago and last year was 270. Suspended
licenses from when you pick up people driving under suspension where they lack
a financial responsibility or lack insurance and they get picked up by the City
Police are pretty common. Lastly, on the City Ordinance side, there were exactly
340 citations heard in each of the two years. Speed was the number one citation
issued. Things like expired license plates and assured clear distance for accidents
are fairly common.
• I spoke with Chris Allegra and am happy to report and I can't remember the exact
number off the top of my head, but she is already seeing a steady flow of minors
being charged under the new vaping ordinance and coming through the diversion
program. Hopefully, we will see a positive outcome in doing that and I thank
Council for their cooperation in passing that legislation.
Councilwoman Williamson asked if any of the businesses have been charged?
Director Gareau said he did not know. He said there was one under investigation, but he
does not know of the outcome of it, but he will find out.
Director of Finance Copfer:
• No Report.
Councilman Limpert moved to remove Ordinance 2019-53 from the agenda. The motion
was seconded by Councilman Kearney and passed unanimously.
Roll Call:
Yes: Limpert, Kearney, Hemann, Glassburn, Schumann, Brossard, Williamson
No:
Motion carried. Ordinance 2019-53 removed from agenda by a vote of 7-0.
Councilman Schumann Chairman of the Finance Committee:
The Finance Committee met on Tuesday, April 16, 2019 at 7:00 p.m. Present were
committee members Schumann, Brossard and Kearney; Council members Glassburn,
Hemann and Limpert; Council President Jones; Director of Human Resources Gallo,
Director of Safety & Service Glauner, Director of Planning & Development Lieber and
guests.
• Discussed was Ordinance 2019-56. An Ordinance accepting a deed from Kiwanis
Club of North Olmsted donating land to the City of North Olmsted. This is
regarding a triangular lot on Butternut near the I-480 bridge on the Northeast side
of the street. A new parcel number was provided by the County as it was formally
part of a bigger lot. It was offered to the City by the Kiwanis and it would fit in
nicely with the Gateway Plan. A bike path pocket park has already been designed
by Design Studio. As per the agreement, the Kiwanis will be consulted as this is
developed and they will be acknowledged.
2
