Council Minutes of 5-7-2019 <br />Finance Copfer, Director of Law Gareau, Director of Safety & Service Glauner, Director <br />of Planning & Development Lieber and guests. <br />• Discussed was Ordinance 2019-58. An Ordinance authorizing the Mayor to enter <br />into a Joint Use Agreement with Cuyahoga County Community College District, <br />as an instrumentality of the State of Ohio, and to accept a specific appropriation <br />of Capital Resources in the amount of $200,000.00 for the improvement of, and <br />modification to, the facilities comprising the City of North Olmsted Disaster <br />Recovery Fiber Ring, and declaring an emergency. The committee discussed what <br />this entails, including an intern for the IT and Public Safety department from Tri - <br />C. The overwhelming majority of this money will be put towards the fiber ring. <br />The City will supervise the interns. The administration requested suspension. The <br />committee voted to recommend to Council with suspension 3-0. <br />AUDIENCE PARTICIPATION <br />Ed Sergi <br />Commander of North Olmsted Veterans of Foreign War <br />Commander Sergi said he was here on behalf of the Miami Valley Quilters Guild located <br />in Fairborn Ohio. This group consists of over 200 women and men who volunteer their <br />time to make quilts for the Quilts of Valor Foundation, which is a national grassroots <br />community service effort that began in 2003. The Quilts of Valor Foundation's mission is <br />to cover service members and veterans touched by war with comforting and healing <br />Quilts of Valor. He said members from all branches of the military during times of war <br />can be awarded a Quilt of Valor. Commander Sergi said a Quilt of Valor is not a charity <br />quilt or a blanket. It is a quilt consisting of three layers. The first layer is in the front of <br />the quilt with its many colors, shapes and fabrics, which represents the community and <br />the many individuals of the organization. Each stitch in the quilt represents love and <br />gratitude of the makers. The batting is the center of the quilt. This second layer represents <br />the hope that the quilt will bring warmth, comfort, peace and healing to the individual <br />receiving it. The third layer of the quilt is the backing, which is the strength. It holds the <br />many pieces of the quilt together. It represents the strength of the recipient, his family, <br />our community and our nation. A Quilt of Valor is priceless and is a lifetime award. It <br />can never be sold, bought or raffled. It is given freely from the hands of the makers. To <br />date, over 215,000 Quilts of Valor have been awarded to active military and veterans. <br />Commander Sergi asked Councilman Duane Limpert to come forward. <br />Commander Sergi said after graduating from West Point Military Academy in 2000, <br />Duane was stationed at Fort Lewis Military Base outside of Tacoma, Washington. He <br />went on to become a Captain with the United States Army and served as Public Affairs <br />and Electronic Attack Officer for the first grade 25th infantry division striker brigade <br />combat team. Duane completed an 11 month, 27 day tour in Kuwait and Iraq in support <br />of Operation Iraqi Freedom. He was honorably discharged from his service in the United <br />States Army in 2008.
