MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MAY 21, 2019 <br />Present: Council President Jones, Council Members Brossard, Glassburn, Hemann, <br />Kearney, Limpert, Schumann & Williamson <br />Also Present: Mayor Kennedy, Director of Human Resources Gallo, Director of Law <br />Gareau, Director of Safety & Service Glauner, Director of Planning & <br />Development Lieber and Clerk of Council Massarolo <br />Council President Jones called the meeting to order at 8:00 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />The Council meeting minutes of May 7, 2019 were approved as written. <br />The following legislation will be considered for passage under suspension of the rules <br />this evening: First Reading: Resolution 2019-62. <br />REPORTS <br />Mayor Kennedy: <br />• Memorial Day is on Monday, May 27. Festivities begin early in the morning at <br />6:45 a.m. The parade begins at 10:30 a.m. and arrives at North Olmsted Park for <br />the ceremony at 11:05 a.m. <br />• Mayor Kennedy addressed Resolution 2018-90, the Cleveland Water Agreement. <br />He said he has been Mayor for 10 years and on Council before that for five years. <br />He realizes every year there are probably a half dozen really impactful decisions <br />which last forever. The Mayor said people give Council an awesome <br />responsibility to make those decisions and every four years there is a check to <br />make sure they agree with those decisions. He said when Council leaves tonight <br />whether they vote yes or no, seemingly nothing will change. The City will still be <br />with Cleveland Water, residents will be paying the same rates and will still be <br />helping to fund $15 million dollars of water replacement lines. A yes vote simply <br />means that Cleveland Water will start the long process of replacing the city's lines <br />at its expense. A no vote means Council will be putting this burden on the <br />residents, taxpayers and voters. He said he wants Council to be on the right side <br />of history on this vote and wished them luck. <br />Director of Law Gareau: <br />• An update was given on the Chris Fox litigation. The City has gone through many <br />proceedings, prosecutions, terminations, hired back, re -terminated, grievances and <br />litigation over unemployment compensation. Mr. Fox applied for unemployment <br />when he was terminated. The arbitrator said he was terminated for cause, but he <br />still applied for unemployment. The State of Ohio said he was not terminated for <br />
