Council Minutes of 8-6-2019 <br />• Some time ago, the Department of Law asked Council to allow the department to <br />get assistance from Thompson Hine with a problem the City had at Springvale. At <br />the time, the dispute was potentially in the several hundred thousand dollar range, <br />the City was able to successfully get the situation under control. Mr. Haymond's <br />bill was $11,600. As an expert in construction law, he brought great value to the <br />table. When one is sitting across from a room of lawyers that just does <br />construction law, it was good to have the tools the City needed on its side to get a <br />good conclusion. The City is working on just a couple of small issues still, but the <br />case resolved for basically the contract price. There were no extras, other than a <br />few dollars. With the assistance of Director Lieber and Attorney Haymond the <br />project is back on track. <br />• The settlement in the class action flooding case of State Ex Rel James Connell et <br />al v. the City of North Olmsted et al., was approved by the judge and has officially <br />concluded. <br />• Last Wednesday, agents from the Ohio Investigative Unit and United States <br />Secret Service Northern District of Ohio Task Force arrested several people in the <br />greater Cleveland area including 13 massage parlors. Jia Yue Dong was indicted <br />on three counts of promoting prostitution. In 2016, he was found guilty of <br />operating a massage parlor without a permit in North Olmsted. The year after the <br />City proceeded with a civil action temporary restraining order to get him out of <br />North Olmsted. He attempted to circumvent our efforts, but ultimately he left. He <br />took his alleged enterprise to another community and he has now been indicted on <br />three felony counts of promoting prostitution. Most of this Council was here when <br />the Council decided to change our Code on regulating recreational massage vs <br />medical massage. There is now talk at the State House about creating regulations <br />on a statewide basis for what is called nonmedical massage. The City had one, the <br />State of Ohio did not, and the City used it and got him out of North Olmsted. <br />That's something the administration was able to do thanks to the tools Council <br />gave it. The City was able to get rid of a problem, sadly it moved on to another <br />community, but there were issues of trafficking, prostitution and who knows what <br />else. It has to stop, it was stopped in North Olmsted, hopefully with these <br />indictments it will stop in other communities as well. <br />Director of Finance Copfer: <br />• The financial audit for 2018 was completed and the Comprehensive Annual <br />Financial Report was issued around the time Council went on vacation. The <br />Popular Annual Financial Report, which goes out to each resident was completed <br />and filed at the end of July. The City is getting prices now to print and mail it. <br />Councilwoman Williamson Chairwoman of the Building, Zoning & Development <br />Committee: <br />The Building, Zoning & Development Committee met on Tuesday, August 6, 2019 at <br />7:00 p.m. Present were committee members Williamson, Limpert and Schumann; <br />Council members Brossard, Glassburn, Hemann and Kearney; Mayor Kennedy, Director <br />of Human Resources Gallo, Director of Safety & Service Glauner, Director of Planning <br />& Development Lieber and guests. <br />
