Hi Chuck, I sent the information on the discount programs under an earlier email. I believe I was asked how many users utilize the homestead and affordability discount programs. There are 405 Homestead qualified users, while the affordability is only 38 users. The plan to use the approval process that Cleveland Division of Water uses for these programs is for ease of use and it automates the process when the customer is approved and their application expires. If we changed the income levels or include renters, then we would be increasing the number of users and we would have to process this ourselves or pay a consultant to perform it. We are already offering a greater discount than the CDW and NEORSD offers, at 50%, but if we added more users who qualify we would need to re -analyze the rate study and likely increase rates for others to accommodate the larger volume of discounts. I believe we are being fair and consistent with the discount programs.
