Council Minutes of 9-3-2019 <br />emphasize the hazardous effects of smoking and vaping and steer juveniles away <br />from the behavior. There was discussion from the committee about this and the <br />administration wanted to provide information. <br />• There was a claim that came in for an injury at the Recreation Center from an <br />individual using the pool. An injury was suffered to his leg and foot. It did not <br />appear to be much at first, but it progressed to the point where it was a serious <br />injury. The Law Director did not believe the City has liability in the case, but it <br />has been turned over to the insurance company to process pre -filing to see if <br />something could be done to handle the claim. Again, the Director of Law isn't <br />sure it will go anywhere, but wanted to inform Council a claim has come in. <br />Director of Finance Copfer: <br />• No Report. <br />Councilman Kearney Chairman of the Recreation, Public Parks and Buildings <br />Committee: <br />The Recreation, Public Parks and Buildings Committee met on Tuesday, August 27, 2019 <br />at 9:02 p.m. at the Recreation Center. Present were committee members Kearney, <br />Hemann & Brossard; Council members Glassburn, Limpert, Schumann and Williamson; <br />Council President Jones; Mayor Kenny, Director of Finance Copfer, Director of Human <br />Resources Gallo, Director of Safety & Service Glauner, Director of Planning & <br />Development Lieber, Recreation Commissioner Drenski, Assistant Recreation <br />Commissioner Wetmore and guests. <br />• Discussed was Resolution 2019-76. A Resolution authorizing the Director of <br />Planning and Development to solicit Statements of Qualifications from qualified <br />design professionals to provide architectural and engineering services for the <br />North Olmsted Community Park Ballfields Rehabilitation Project, and further <br />authorizing the Mayor, following approval by the Board of Control, to enter into a <br />contract with the firm selected in the "R.F.Q." process, and declaring an <br />emergency. Pros and cons were discussed and the committee voted 2-1 to <br />recommend to Council. <br />Councilman Brossard Chairman of the Public Safety, Health and Welfare Committee: <br />The Public Safety, Health and Welfare Committee met on Tuesday, August 27, 2019 at <br />8:20 p.m. Present were committee members Brossard, Williamson and Limpert; Council <br />members Hemann, Glassburn, Kearney and Schumann; Council President Jones; Mayor <br />Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of <br />Law Gareau, Director of Safety & Service Glauner, Director of Planning and <br />Development Lieber and guests. <br />• Discussed Ordinance 2019-80. An Ordinance amending Chapter 557 of the <br />General Offenses Code of the City of North Olmsted, entitled "Sale of Cigarettes <br />and Tobacco Products to Minors," in order to prohibit the sale to or possession of <br />cigarettes, electronic cigarettes and vaping devices by individuals under 21 years <br />of age, and declaring an emergency.
