Council Minutes of 9-17-2019 <br />• The meeting was held to further discuss the future of the Recreation and Public <br />Parks in the City. Council and the Administration had some back and forth on <br />their hopes for the Recreation Center and parks. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, September 10, 2019 at 7:00 p.m. Present were <br />committee members Schumann, Brossard and Kearney; Council members Hemann, <br />Glassburn, Limpert and Williamson; Mayor Kennedy, Director of Finance Copfer, <br />Director of Law Gareau and guests. <br />• Discussed first was Ordinance 2019-81. An Ordinance to make appropriations for <br />current expenses and other expenditures for the City of North Olmsted for the <br />year ending December 31, 2019 and declaring an emergency. This is our evolving <br />budget. Some adjustments were made, including a $20,000 increase for employee <br />development. The big change was a $200,000 increase to the Springvale Capital <br />Improvement for the ballroom ceiling. The committee voted to recommend to <br />Council 3-0 with suspension. <br />• Discussed next was Resolution 2019-82. A Resolution accepting the amounts and <br />rates as determined by the Budget Commission and authorizing the necessary tax <br />levies and certifying them to the County Fiscal Officer. This is something that <br />must be certified yearly. The committee voted to recommend to Council 3-0. <br />• Discussed last was Resolution 2019-83. A Resolution directing the Fiscal Officer <br />of Cuyahoga County to pay the City of North Olmsted, Ohio, during the year <br />2020, all money due and owing said City from any collection source. This is done <br />so the City can get its money from the County. The committee voted to <br />recommend to Council 3-0. <br />AUDIENCE PARTICIPATION <br />Mark Mahoney <br />26808 Fairfax Lane <br />Mr. Mahoney said he wanted to pay a compliment to the City and specifically Will in the <br />Engineering Department. He said inspectors came out earlier this year and told several <br />residents they needed to fix their sidewalks. One of the residents went to every house that <br />got a notice. The resident spoke with Will, who helped negotiate with a company to fix <br />all the slabs that needed to be repaired on Fairfax Lane for $45 per household. Mr. <br />Mahoney said if he had to replace his slab it would cost between $200-300 without this <br />agreement. <br />LEGISLATION <br />Ordinance 2019-74 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance authorizing the donation of surplus and vacant real property to the Cleveland <br />Metroparks, specifically Permanent Parcel Nos. 233-18-028, 233-18-035, and 233-19- <br />039, which were acquired by and through the North Olmsted Land Reutilization Program <br />(Land Bank), subject to review and approval by the Director of Law as to form, and <br />2 <br />
