Council Minutes of 9-17-2019 further authorizing the Mayor to execute any required documentation and Deeds of Conveyance. Councilman Schumann moved for adoption. The motion was seconded by Councilman Brossard and passed 5-1. Roll Call: Yes: Schumann, Brossard, Hemann, Kearney, Glassburn No: Limpert Motion carried. Ordinance 2019-74 adopted 5-1. Ordinance 2019-75 introduced by Mayor Kennedy, Councilman Glassburn and Councilman Schumann was given its third reading. An Ordinance amending Section 915.04 of the Codified Ordinances of the City of North Olmsted to (1) establish revised charges for the use of the Municipal Sanitary Sewer System; (2) establish a Homestead Exemption Program; (3) include an affordability discount; and (4) adjust to a monthly billing protocol; and declaring an emergency, as amended. Councilman Glassburn moved for adoption. The motion was seconded by Councilwoman Hemann and passed 6-0. Roll Call: Yes: Glassburn, Hemann, Schumann, Limpert, Kearney, Brossard No: None Motion carried. Ordinance 2019-75 adopted 6-0. Resolution 2019-76 introduced by Mayor Kennedy was given its third reading. A Resolution authorizing the Director of Planning and Development to solicit Statements of Qualifications from qualified design professionals to provide architectural and engineering services for the North Olmsted Community Park Ballfields Rehabilitation Project, and further authorizing the Mayor, following approval by the Board of Control, to enter into a contract with the firm selected in the "R.F.Q." process, and declaring an emergency. Councilman Kearney moved for adoption. The motion was seconded by Councilwoman Hemann and passed 4-2. Roll Call: Yes: Kearney, Brossard, Limpert, Schumann No: Hemann, Glassburn Motion carried. Resolution 2019-76 adopted 4-2. Emergency Clause does not take effect for lack of 2/3rd, s majority of Council. Resolution 2019-77 introduced by Mayor Kennedy was given its third reading. A Resolution authorizing the Director of Planning & Development to solicit Statements of Qualifications (S.O.Q.) from qualified individuals to provide Building Official and Master Plans Examiner services to the City, and further authorizing the Mayor, following approval of the Board of Control, to enter into a contract with the individual or firm selected in the S.O.Q. process.
