Council Minutes of 10-1-2019 <br />the City so far is the Juvenile Court has declined to prosecute on some marijuana <br />charges, which is concerning. This was an area where the City hoped to be <br />successful in getting children some education. Working with Youth and Family <br />Service Administrator Allegra and Police Chief Wagner, the City is going to try to <br />find a local way to handle it. The City will continue to process these and send <br />them to Juvenile Court, if the Court declines to prosecute, we will try to come up <br />with a way on the local level that might be effective to address it. There is an <br />Ordinance coming through introduced by Councilwoman Williamson and since it <br />was introduced there has been such a change on vaping. It was introduced to <br />address who is buying and selling and since it's been introduced there has been a <br />national epidemic regarding vaping. So things can change can change quickly and <br />the City will be keeping an eye on this issue of marijuana with juveniles and work <br />to formulate a strategy to deal with it. <br />Director of Finance Copfer: <br />• Last Friday, the City filed the Annual Information Filing which is required by the <br />bond covenants. <br />Council President Jones, Committee of the Whole: <br />The Committee of the Whole met on Tuesday, October 1, 2019 at 7:05 p.m. Present were <br />Council members Brossard, Glassburn, Hemann, Kearney Limpert, Schumann and <br />Williamson; Council President Jones; Mayor Kennedy, Director of Finance Copfer, <br />Director of Human Resources Gallo, Director of Safety & Service Glauner, Network <br />Administrator Lundberg, Vice President of Service for Harrington Electric Robinette and <br />guests. <br />• The Committee of the Whole met to receive an update on the Electric Project at <br />City Hall. The good news is the City has both backup and redundant power. IT <br />also now has multiple paths of failure, which is a good thing. The City of North <br />Olmsted is now also Tier I Data Center ready. The target for the completion of the <br />project is mid-November. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, October 1, 2019 at 6:52 p.m. Present were <br />committee members Schumann, Brossard and Kearney; Council members Hemann, <br />Glassburn, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director <br />of Finance Copfer, Director of Human Resources Gallo, Director of Safety & Service <br />Glauner and guests. <br />• Discussed first was Ordinance 2019-86. An Ordinance amending the rates of <br />compensation for various administrative personnel in the Division of Police and <br />for support personnel for the years 2019 and 2020; and otherwise restate the <br />compensation rates and descriptions for various administrative and legislative <br />personnel for the years 2018, 2019 and 2020, and declaring an emergency. <br />Director Gallo said a couple weeks ago the Police Captain was removed from the <br />bargaining unit, so he needs to be added to the Salary Ordinance.
