Council Minutes of 10-1-2019 <br />lose vacation buy back time, over -time and sick time bonus, although a deal was <br />struck allowing him to buy back vacation time in 2019. The committee voted to <br />recommend to Council 3-0 with suspension. <br />Councilman Limpert Chairman of the Streets and Transportation Committee: <br />The Streets & Transportation Committee met on Tuesday, October 1, 2019 at 7:01 p.m. <br />Present were committee members Limpert, Kearney and Glassburn; Council members <br />Brossard, Hemann, Schumann and Williamson; Council President Jones; Mayor <br />Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of <br />Safety & Service Glauner and guests. <br />• Discussed was Resolution 2019-84. A Resolution authorizing the Director of <br />Public Service to advertise for bids for the award of a contract to purchase <br />concrete materials and related supplies for the year 2020, as detailed in the <br />specifications on file with the Engineer, and authorizing the Mayor, following <br />approval of the Board of Control, to contract for the same with the lowest and best <br />bidder. Director Glauner noted the amount spent on concrete has reached the <br />amount required to come before Council for the past few years. This year's <br />amount is consistent with last year's amount. Director Glauner also noted the City <br />is slightly under budget this year in money spent on concrete. The committee <br />voted to recommend to Council 3-0. <br />Councilwoman Hemann Chairwoman of the Environmental Control Committee: <br />The Environmental Control Committee met on September 24, 2019 at 6:30 p.m. Present <br />were committee members Hemann, Glassburn and Williamson; Council member <br />Kearney; Director of Safety & Service Glauner and guests. <br />• Discussed was Resolution 2019-85. A Resolution authorizing the Director of <br />Public Service to enter into a contract to dispose of an obsolete dewatering <br />centrifuge in exchange for rate reduction for sludge disposal service, and <br />declaring an emergency. The City currently has two new centrifuges and the <br />dewatered sludge is being sent to a company called Quasar. The centrifuge being <br />disposed of was purchased by the City in 2002 and prior to its purchase it was <br />used as a demo from 1993 to 2001, specifically in the City of North Olmsted from <br />2001 until its purchase in 2002. There is not an accurate record about the hours of <br />use the centrifuge actually has. The approximate cost to upgrade or refurbish this <br />centrifuge is approximately $200,000 and it would only be used as a backup or for <br />parts. The current estimated scrap value is $1,000. In addition to looking at the <br />scrap value, the City looked to see about selling it to another City or company. <br />Quasar was the only company interested in obtaining it since they use another of <br />the same type. Quasar made an offer to trade in-kind for it. Since the City <br />currently takes its dewatered sludge to Quasar, the City would like to accept the <br />offer of a $6,000 credit to the City, roughly the amount of 400 tons of the sludge. <br />This equates out to about one month's worth of disposal. Councilman Kearney <br />inquired into the reason the City uses Quasar and Director Glauner said they take <br />3 <br />
