Council Minutes ol' 10-1;-2019 <br />fhe Recreation. Public Parks and Buildinas Committee met on "I'uesday, October 8, 2019 <br />at 7:02 p.m. Present were committee members Kearney, Hemann (*Q Brossard: v..ouncn <br />members Glassburn and Limpert: Mayor Kennedy, Director of Planning & Development <br />Lieber, Recreation Commissioner Drenski and guests. <br />• Discussed was Resolution 2019-88. A Resolution authorizing and directing the <br />Director of Planning and Development to make application on behalf of the City <br />of North Olmsted for Community Development Block Grant (CDBG) funds for <br />the fiscal year 2020 for the North Olmsted Community Park Walking Path <br />proieet; further authorizing the Mayor to accept the grant if awarded and to <br />execute a contract with Cuyahoga County, and declaring an emergency. The <br />committee voted to recommend to Cotmcil 3-0. <br />Councilman Brossard Chairman of the Public Safety, Health & Welfare Committee: <br />The Public Safety, Hcalth & Welfare Committee met on Tuesday, October 8, 2019 at <br />7:13 p.m. Present were committee members Brossard, Williamson and Limpert; Council <br />members Glassburn, Ilemann, and Kearney; Mayor Kennedy, Director of Planning & <br />Development Lieber and guests. <br />• Discussed was Ordinance 2019-80. An Ordinance amending Chapter 557 of the <br />t rencral Offenses Code of the i'it\ of' North Olmsted, entitled "Sale of( - it,,arctles <br />and 'Iobaceo Products to Minors." in order- to prohibit the sale to or possession o1 <br />cigarettes, electronic cigarettes and vaping devices by individuals under 21 years <br />of age, and declaring an emergency. This rNas actually the second time the <br />committee has met on this Ordinance. This meeting was to answer some <br />remaining questions. This will change the punitive phase of the Ordinance from a <br />misdemeanor to a minor misdemeanor and to add educational smoking cessation <br />programs as an option. The committee voted to recommend to Council 3-0 as <br />amended. <br />Councilman Brossard moved to amend Ordinance 2019-80 to include the amendments <br />discussed in committee and the one discussed this evening at Caucus. The motion was <br />seconded by Councilwoman Williamson and passed unanimously. <br />Roll Call: <br />Yes: Brossard, Williamson, Limpert, Schumann, Hemann, Glassburn. Kearney <br />No: None <br />Motion carried. Ordinance 2019-80 amended 7-0. <br />Councilman Schumann asked for a moment of personal privilege. I want to bring one <br />thing up to you guys in case anybody asks you. There was a house inn Bullis right by the <br />culvert that was torn down a couple of days ago. This was done with an EPA grant from <br />the State of Ohio. The grant actually purchased the house and tore it down. An elderly <br />couple owned it. It had flooded multiple times and was full of mold. It was in very bad <br />repair. Becki Kovach, the Mayor's assistant actually deserves credit f()r walking these <br />people through the paperwork for all of this. They were an elderly couple and are in a <br />2 <br />
