to the attention of the Director with respect to any specific employee. <br />The Director shall assist directors and division heads in carrying out their <br />responsibilities on personnel matters. The Director shall establish a <br />uniform system of maintaining accurate records for all employees dealing <br />with the use and accumulation of sick leave, vacation time and personal <br />holidays. <br />The Director shall be responsible for the administration and coordination <br />of all employee benefits for all departments within the City. The Director <br />shall be the City's Privacy Officer per Health Insurance Portability & <br />Accountability Act (HIPAA) regulations. <br />The Director shall be responsible for maintaining all records for the <br />processing of claims for Workers' Compensation and unemployment <br />compensation. He or she shall, when it is appropriate, appear before the <br />State agencies responsible for Workers' Compensation and unemployment <br />compensation, representing the City's interest relative to claims made for <br />unemployment and Workers' Compensation. <br />(2) Equal Employment Opportunity. The Director shall be responsible for <br />maintaining any and all records with respect to the compliance by all <br />departments regarding both employment and contracts with the City with <br />equal employment opportunity requirements of both the State and Federal <br />Government. <br />(3) Affirmative Action Policies. The Director shall be responsible for <br />continually monitoring, revising and enforcing the City's affirmative <br />action policies. As such, he or she shall be considered to be the <br />Affirmative Action Coordinator of the City and shall carry out all of the <br />policies established therein. <br />(4) Insurance. The Director shall maintain in his or her office the master copy <br />of all insurance policies maintained by the City, including but not limited <br />to, fire, casualty, hospitalization and life insurance, as well as other <br />coverage which may from time to time be obtained by the City. <br />The Director shall be responsible for administering the self-insurance <br />portion of all policies obtained by the City which requires the City to pay <br />all losses occurring under a certain deductible amount. In that regard, he <br />or she shall maintain a file on all potential losses which are reported to the <br />City and shall be responsible for investigating those losses and reporting <br />the same to the insurance carriers of the City. He or she shall also <br />cooperate with the Law Department for purposes of settling claims against <br />the City that are within the deductible portion of the City's policy. He or <br />she shall, from time to time, appear in court if necessary to aid the Law <br />Department in defending the City against claims which fall within the <br />deductible portion of the City's insurance policies. <br />(5) Risk Management. The Director shall be responsible for administering <br />and overseeing risk management programs, policies and functions. The <br />Director shall periodically review and make recommendations to the <br />Mayor for improvement of City policies, procedures, and practices on <br />personnel matters.
