shall be appointed by and be answerable to the Director of Planning and Community <br />Development. <br />(a) Duties. The City Engineer's duties and responsibilities shall be to: <br />(1) Supervise all personnel of the Division of Engineering. <br />(2) Advise the Mayor, the Council, and administrative departments in <br />connection with all civil engineering matters of the City related to <br />engineering, zoning, building, sewers, development and repair of property <br />in the City, including but not limited to the streets therein. <br />(3) Examine and approve all sidewalks, grading, draining, curbing, paving, <br />placing of lines, sanitary sewer, storm sewer and water curb connections <br />and all other utilities of any nature within the street right of way of City <br />streets, alleys, roads and boulevards. <br />(4) Examine and approve or disapprove all grading, draining or construction <br />within the City, examine and approve or disapprove all plans for <br />subdivisions and the installation or improvement of private streets, <br />sanitary sewers, storm sewers and appurtenances, and to examine and <br />approve or disapprove all lot splits and consolidations. <br />(5) Exercise continuing control and inspection of public installations and <br />public improvements while work is in progress. <br />(6) Prepare and update all City zoning and street maps. <br />(b) Employees. The staffing of the Division of Engineering is hereby established and <br />is reflected in the organizational chart for the Department of Planning and <br />Community Development contained in Section 179.99(b), which, as it pertains to <br />this Division only, is incorporated herein as if fully rewritten. <br />179.08 DIVISION OF YOUTII AND FAMILY SERVICES. <br />There is hereby created a Division of Youth and Family Services within the Department <br />of Planning and Community Development. The Division of Youth and Family Services shall be <br />headed by a Youth and Family Services Administrator. The Administrator shall be appointed by <br />and be answerable to the Director of Planning and Community Development. The Youth and <br />Family Services Administrator shall have a minimum of a Bachelor's degree in an appropriate <br />field of study (e.g., psychology, social work, counseling, human services), and shall further be <br />required to hold and maintain a license from the State of Ohio as a social worker or professional <br />counselor. <br />(a) Duties. The Youth and Family Services Administrator shall provide direct <br />services to youth and families including counseling, crisis intervention and <br />coordination of services; shall act as liaison with the Police Department and <br />courts relative to juvenile justice prevention services and diversion; shall <br />coordinate services and programs with the North Olmsted schools, local parochial <br />schools, and other youth cooperatives in the North Olmsted community; and shall <br />perform such other duties consistent with his or her position as assigned by the <br />Director of Planning and Community Development. <br />(b) Employees. The staffing of the Division of Community and Youth Services is <br />hereby established and is reflected in the organizational chart for the Department <br />of Planning and Community Development contained in Section 179.99(c), which, <br />as it pertains to this Division only, is incorporated herein as if fully rewritten. <br />179.09 DIVISION OF AGING. <br />There is hereby created a Division of Aging within the Department of Planning and <br />Community Development. The Division of Aging shall be headed by a Senior Center <br />Administrator. The Administrator shall appointed by and be answerable to the Director of <br />Planning and Community Development. The Senior Center Administrator shall have a minimum <br />of a Bachelor's degree in an appropriate field of study (e.g., gerontology, social work, human <br />services). <br />
