(2) The Director shall have charge of all staff within the Department and <br />charge of all programs and projects that will facilitate the orderly and <br />comprehensive development of the City in order to preserve and improve <br />the quality of life and economic well-being of the City, The Director shall <br />develop and implement policies, programs, plans and strategies for the <br />retention, expansion and location of businesses, offices and industries in <br />the City in a well-planned manner consistent with the current Charter of <br />the City and in conformity with the goals and objectives of the City's <br />Master Plan. <br />(3) The Director shall oversee the coordination and implementation of internal <br />and external communications programs, community outreach and social <br />service delivery to special population groups. <br />(4) The Director of Planning and Community Development shall be the head <br />of the Division of Engineering, Division of Youth and Family Services <br />and the Division of Aging. <br />179.03 ADMINISTRATIVE SECRETARY. <br />There is hereby created the position of Administrative Secretary, which shall be a full- <br />time employee appointed by and answerable to the Director of Planning and Community <br />Development. The Administrative Secretary shall perform the duties as required and directed by <br />the Director of Planning and Community Development. <br />179.04 ECONOMIC DEVELOPMENT MANAGER. <br />There is hereby created the position of Economic Development Manager, which shall be <br />appointed by and be answerable to the Director of Planning and Community Development. The <br />duties of the Economic Development Manager shall include but not be limited to assisting the <br />Director of Planning and Community Development in developing, administering and <br />implementing planning and economic development programs and projects to enhance the <br />economic sustainability of the City. The Economic Development Manager may perform other <br />duties as assigned by the Director or the Mayor. <br />179.05 COMMUNICATIONS MANAGER. <br />There is hereby created the position of Communications Manager, which shall be <br />appointed by and be answerable to the Director of Planning and Community Development. The <br />Communications Manager shall have a minimum of a Bachelor's degree in Communications, <br />Public Relations, Journalism, Marketing or related field. The duties of the Communications <br />Manager shall include but not be limited to directing and carrying out the City's internal and <br />external communications program and serving as liaison between the City administration and the <br />community. The Communications Manager may perform other duties as assigned by the Director <br />or the Mayor. <br />179.06 PLANNER. <br />There is hereby created the position of Planner, which shall be appointed by and be <br />answerable to the Director of Planning and Community Development. The Planner shall have a <br />minimum of a Bachelor Degree in Planning, Urban Studies or related field. The duties of the <br />Planner shall include but not be limited to assisting the Director in the administration and <br />implementation of plans and programs for the orderly development of the City, reviewing public <br />and private development plans, and advising boards and commissions on planning matters as <br />necessary. The Planner may perform other duties as assigned by the Director. <br />179.07 DIVISION OF ENGINEERING. <br />There is hereby created a Division of Engineering within the Department of Planning and <br />Community Development. The Division of Engineering shall be headed by a City Engineer, who <br />is a civil engineer registered as a professional engineer in the State of Ohio. The City Engineer <br />
