EXHIBIT 179.07 Division of Engineering. 179.09 Division of* Youth and Family Services. 179.09 Division of Aging. 179.99 Oroanization of the Department of Planning and Community Development. 179.01 ESTABLISHMENT. Pursuant to the authority of the Charter, Article V Section 1, there is hereby established the Department of Planning and Community Development. The staffing of the Department of Nanning and Community Development is hereby established and is reflected in the organizational chart for the Department ol'Planning and Community Development contained in Section 179.99(a), which is incorporated herein as if fully rewritten. The Mayor shall establish the compensation of all employees of the Department within the salary rangj,,, established by City Council, to the extent that such comperisatiori is not otherwise established by contract, or federal, state or local law. 179.02) DIRECTOR 017 PLANNING AND COMMUNITY DEVELOPMENT. The Department of Planning and Community Development shall be headed by the Director of Planning and Community Development who shall be responsible for the administration and implementation of'plans and programs for the comprehensive and orderly development of the City. The Director shall be responsible for the development, maintenance, periodic update and administration of the City's Master Plan and Plaiming and Zoning Code. The Director shall provide guidance to the Mayor, Council, boards and commissions regarding public and private development within the City. (a) Appointment, Term, Removal and Qualifications. The Director shall be a full- time employee appointed by the May -"("m which appointment and term shall be governed by Charter Art. 111, §5(a), The Mayor may remove the Director with the concurrence of two-thirds (2/3) of the members of Council eligible to vote. The Director shall have a Bachelor or Masters Degree in Planning, Urban Studies or related field, with at least four years experience in city planning and zoning administration and shall be a member in good standing of the American Institute of Certified Planners. (b) t) ies. (1) The Director shall coordinate and assist in interdepartmental review of subdivision and development plans. The Director shall review all plans submitted to the City, conduct conferences with owners or developers and necessary department heads before presentation to the Planning and Design Commission to ascertain if such plans comply with all relevant City ordinances and. that all necessary plans, plats and other documents required by the City Planning and Zoning Code, and any other applicable codes, are presented to the Planning arid Design Commission. The Director shall attend all regular and special meetings of the Planning and. Design Commission and shall review and make recommendations concerning all matters Submitted for the consideration of such Commission. 'The Director shall attend such meetings of Council and such other committees. boards and commissions as deemed necessary and desirable by the Mayor or Council.
