The staffing of the Department of <br />Nanning and Community Development is hereby established and is reflected in the <br />organizational chart for the Department ol'Planning and Community Development contained in <br />Section 179.99(a), which is incorporated herein as if fully rewritten. The Mayor shall establish <br />the compensation of all employees of the Department within the salary rangj,,, established by <br />City Council, to the extent that such comperisatiori is not otherwise established by contract, or <br />federal, state or local law. <br />179.02) DIRECTOR 017 PLANNING AND COMMUNITY DEVELOPMENT. <br />The Department of Planning and Community Development shall be headed by the <br />Director of Planning and Community Development who shall be responsible for the <br />administration and implementation of'plans and programs for the comprehensive and orderly <br />development of the City. The Director shall be responsible for the development, maintenance, <br />periodic update and administration of the City's Master Plan and Plaiming and Zoning Code. <br />The Director shall provide guidance to the Mayor, Council, boards and commissions regarding <br />public and private development within the City. <br />(a) Appointment, Term, Removal and Qualifications. The Director shall be a full- <br />time employee appointed by the May -"("m which appointment and term shall be <br />governed by Charter Art. 111, §5(a), The Mayor may remove the Director with the <br />concurrence of two-thirds (2/3) of the members of Council eligible to vote. <br />The Director shall have a Bachelor or Masters Degree in Planning, Urban Studies <br />or related field, with at least four years experience in city planning and zoning <br />administration and shall be a member in good standing of the American Institute <br />of Certified Planners. <br />(b) t) ies. <br />(1) The Director shall coordinate and assist in interdepartmental review of <br />subdivision and development plans. The Director shall review all plans <br />submitted to the City, conduct conferences with owners or developers and <br />necessary department heads before presentation to the Planning and <br />Design Commission to ascertain if such plans comply with all relevant <br />City ordinances and. that all necessary plans, plats and other documents <br />required by the City Planning and Zoning Code, and any other applicable <br />codes, are presented to the Planning arid Design Commission. The <br />Director shall attend all regular and special meetings of the Planning and. <br />Design Commission and shall review and make recommendations <br />concerning all matters Submitted for the consideration of such <br />Commission. 'The Director shall attend such meetings of Council and such <br />other committees. boards and commissions as deemed necessary and <br />desirable by the Mayor or Council. <br />
