Council Minutes of 1 1-19-2019 <br />Motion carried. Ordinance 2019-93 adopted 6-0. <br />Ordinance 2019-94 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance amending, reorganizing and re-establishing Section 131.99 of the <br />Administrative Code, entitled "Composition and Organization of the Office of Mayor" in <br />order to add the position of "Clubhouse Coordinator" to the Organizational Chart under <br />the Division of Springvale, and declaring an emergency. Councilman Schumann moved <br />to suspend the rules requiring three readings as this was discussed in committee and is <br />time sensitive. The motion was seconded by Councilman Brossard and failed due to lack <br />of a two-thirds majority 4-2. <br />Roll Call: <br />Yes: Schumann, Brossard, Hemann, Williamson <br />No: Limpert, Glassburn <br />Motion failed due to lack of two-thirds majority. <br />Ordinance 2019-95 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance amending the rates of compensation for various administrative personnel in <br />the Department of Planning and Development to add the position of part-time <br />Communications Manager, reducing the salary range for Planner, and in the Division of <br />Springvale to add the position of Clubhouse Coordinator for the years 2019 and 2020; <br />and otherwise restate the compensation rates and descriptions for various administrative <br />and legislative personnel for the years 2018, 2019 and 2020, and declaring an emergency. <br />Councilman Schumann moved to suspend the rules requiring three readings as this was <br />discussed in committee and is time sensitive. The motion was seconded by Councilman <br />Brossard and passed 5-1. <br />Roll Call: <br />Yes: Schumann, Brossard, Williamson, Hemann, Limpert <br />No: Glassburn <br />Motion carried. <br />Councilwoman Hemann voted yes with comment. I would like the Law Director to please <br />advise Council on the State of Ohio Revised Code regarding suspension of the rules <br />requirements. Yes.
