Council Minutes of 1 1-19-2019 Motion carried. Ordinance 2019-93 adopted 6-0. Ordinance 2019-94 introduced by Mayor Kennedy was given its second reading. An Ordinance amending, reorganizing and re-establishing Section 131.99 of the Administrative Code, entitled "Composition and Organization of the Office of Mayor" in order to add the position of "Clubhouse Coordinator" to the Organizational Chart under the Division of Springvale, and declaring an emergency. Councilman Schumann moved to suspend the rules requiring three readings as this was discussed in committee and is time sensitive. The motion was seconded by Councilman Brossard and failed due to lack of a two-thirds majority 4-2. Roll Call: Yes: Schumann, Brossard, Hemann, Williamson No: Limpert, Glassburn Motion failed due to lack of two-thirds majority. Ordinance 2019-95 introduced by Mayor Kennedy was given its second reading. An Ordinance amending the rates of compensation for various administrative personnel in the Department of Planning and Development to add the position of part-time Communications Manager, reducing the salary range for Planner, and in the Division of Springvale to add the position of Clubhouse Coordinator for the years 2019 and 2020; and otherwise restate the compensation rates and descriptions for various administrative and legislative personnel for the years 2018, 2019 and 2020, and declaring an emergency. Councilman Schumann moved to suspend the rules requiring three readings as this was discussed in committee and is time sensitive. The motion was seconded by Councilman Brossard and passed 5-1. Roll Call: Yes: Schumann, Brossard, Williamson, Hemann, Limpert No: Glassburn Motion carried. Councilwoman Hemann voted yes with comment. I would like the Law Director to please advise Council on the State of Ohio Revised Code regarding suspension of the rules requirements. Yes. Thank you. Councilman Schuman moved for adoption. A Resolution authorizing the Mayor to enter into a lease agreement for limited use of vacant real property owned by the City, specifically Permanent Parcel No. 235-12-010, located at 5563 Burns Road. 10
