Council Minutes of 1 1-19-2019 <br />position of "Clubhouse Coordinator" to the Organizational Chart under the <br />Division of Springvale, and declaring an emergency. This allows for the hiring of <br />a part-time Clubhouse Coordinator to cover the additional business from the <br />updated facilities. The committee voted to recommend Ordinance 2019-94 to <br />Council 3-0 with suspension. <br />• Discussed next was Ordinance 2019-95. An Ordinance amending the rates of <br />compensation for various administrative personnel in the Department of Planning <br />and Development to add the position of part-time Communications Manager, <br />reducing the salary range for Planner, and in the Division of Springvale to add the <br />position of Clubhouse Coordinator for the years 2019 and 2020; and otherwise <br />restate the compensation rates and descriptions for various administrative and <br />legislative personnel for the years 2018, 2019 and 2020, and declaring an <br />emergency. This deals with a part-time Communications Manager, part-time <br />Clubhouse Coordinator and adjusting the rate for the Planner. The committee <br />voted to recommend Ordinance 2019-95 to Council 3-0 with suspension. <br />• Discussed last was Resolution 2019-97. A Resolution authorizing the Mayor to <br />enter into a lease agreement for limited use of vacant real property owned by the <br />City, specifically Permanent Parcel No. 235-12-010, located at 5563 Burns Road. <br />This is the vacant lot created by the demolition at 5563 Burns. Because of the <br />restrictions placed on the property due to the OEMA grant, the City would like to <br />lease the land to the next door neighbor to be used as green space for $1.00. The <br />City won't have to cut the grass as the lessee will, but no construction can take <br />place. The committee voted 3-0 to recommend Resolution 2019-97 to Council. <br />The Finance Committee met again on Tuesday, November 19, 2019 at 7:10 p.m. Present <br />were committee members Schumann and Brossard; Council members Glassburn, <br />Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of <br />Finance Copfer, Director of Human Resources Gallo, Director of Law Gareau, Director <br />of Safety & Service Glauner, Director of Planning & Development Lieber, Councilman <br />elect Kelly and guests. <br />• Discussed was Ordinance 2019-90 and 2019-91. Both of these Ordinances had <br />already been voted on to recommend to Council, but there was a request by some <br />Councilmembers to ask additional questions. Ordinance 2019-90 is an Ordinance <br />amending and re-establishing Chapter 167 of the Administrative Code, entitled <br />"Department of Human Resources" in order to reorganize by removing the <br />Divisions of Aging and Youth and Family Services from the Department and <br />adding the Division of Building. Ordinance 2019-91 is an Ordinance amending <br />and re-establishing Chapter 179 of the Administrative Code, entitled "Department <br />of Planning and Development" in order to (1) rename the Department "The <br />Department of Planning and Community Development"; (2) create a position of <br />Communications Manager; (3) reorganize the Department by adding the <br />Divisions of Aging and Youth and Family Services, and (4) remove the Division <br />of Building from the Department. After some discussion, the questions were <br />answered. <br />Councilman Limpert asked for a moment of personal privilege.
