Council Minutes of 11-19-2019 <br />also wanted to offer sympathy to Don Pangrac's family. Both were active volunteers and <br />good Samaritans for many years and their passing is a loss to the City of North Olmsted. <br />Councilman Glassburn asked for a moment of personal privilege. Myself, Councilman <br />Limpert and Councilman elect Kelly last night attended the State of the Schools address. <br />The school district was careful to not categorize what they were presenting as <br />recommendations or a plan, but there were three very large considerations put forward in <br />these remarks. First of which was of the six elementary schools there are required repairs <br />in the vicinity of $50 million and that the school district through a task force has started <br />considering replacement of those buildings for a similar amount. The second, the school <br />district announced they are deficit spending starting this year. Third, the district is <br />looking to potentially close one elementary school starting next calendar school year. <br />I received late, right before this meeting actually, a note that former Councilwoman Janet <br />Saringer is now currently in hospice. <br />AUDIENCE PARTICIPATION <br />Jeff Sturgeon <br />3092 West 231 Street <br />Mr. Sturgeon said he received a letter from NOPEC regarding what one should do if they <br />do not want to be a member. He said he has talked in the past how he does not like this. <br />He wanted to know how long the City was planning on participating in this program and <br />if there is any public discussion about it. Mr. Sturgeon said currently you are <br />automatically a member of it and you cannot opt -out unless you send a postcard back to <br />them within a month and if you miss the deadline you have to pay a penalty. He said their <br />prices are good for electric and gas, but they aren't the best. He also said they had an F <br />rating with the Better Business Bureau. He said he doesn't understand why the City <br />continues doing business with a company like this. <br />Mayor Kennedy responded things have recently changed. He said NOPEC was buying <br />their energy from First Energy and there was a split and the City is in the process of <br />having discussions with First Energy and NOPEC. <br />Mr. Sturgeon asked when the current contract expires. <br />Finance Director Copfer said she does not believe it expires until the City provides notice <br />of wanting to leave. She said she believes NOPEC is a government entity. <br />Mr. Sturgeon asked if there would be a public forum in the near future regarding the <br />city's relationship with NOPEC. <br />Mayor Kennedy responded yes and that he would keep Mr. Sturgeon posted. <br />Patrick Kelly <br />23137 Alexander Road <br />E <br />
