Council Minutes of 11-19-2019 <br />Mr. Kelly said he was looking forward to working with Council and the Administration <br />for the residents of the City. He also wanted to thank the members of Council who have <br />reached out to him since the election to offer advice and welcome him. <br />Jim Burns <br />30119 Lorain Road <br />Mr. Burns said back in the 1990's NOPEC was formed by 57 cities in Cuyahoga County. <br />He said as far as he knows, NOPEC is owned by the 57 cities and is an opt -out <br />arrangement. He said this may have been setup by Ordinance or gone to the ballot. <br />Director of Law said it is in the Charter. <br />Shawn Pytel <br />4512 Ranchview Avenue <br />Mr. Pytel said he has an issue with Ganley trucks going down the street. He said they call <br />the police three to four times a week to report it. He said there is a five ton weight limit <br />on the street and the semi alone is over the weight. The police show up, but most of the <br />time the truck drivers are gone. Mr. Pytel said there are no tree lawns and the sidewalks <br />are being destroyed because the truck drivers run them over. Mr. Pytel said he has spoken <br />with Ganley and they have said to ticket the trucks. <br />Councilman Brossard thanked Mr. Pytel for coming up. He said Mr. Pytel and him have <br />been communicating with the Safety Director. Mr. Brossard said he has also spoken with <br />Ganley management and they are in favor of ticketing the drivers. He said there doesn't <br />seem to be any proactive or preventative measures Ganley is taking with their vendors. <br />He said the City just needs to keep communicating with them. Mr. Brossard said if that <br />doesn't work the next step might be to have a conversation with the Law Department to <br />see what the options are from an Ordinance standpoint. <br />Director Gareau asked Mr. Pytel if they are actually going down Ranchview and looping <br />around West Ranchview? <br />Mr. Pytel responded they used to do the loop, they don't do it as much now. They now <br />are coming down Ranchview and backing into West Ranchview before turning at the stop <br />sign. <br />Director Gareau responded it is something Council could consider legislation. He said <br />Council could create a fine structure for overload violations within the City or pass a <br />more strict set of codes for taking trucks over 5,000 on residential streets. <br />Councilwoman Williamson asked if the trucks could be stopped from unloading in the <br />middle of the street as that has been another issue. <br />Director Gareau says it is already illegal and the City does cite them for that. He also said <br />the fines could be increased for this as well. <br />0 <br />
