Council Minutes of 11-6-2019 <br />Councilman Glassburn Chairman of the Intra -Governmental Relations Committee: <br />The Intra -Governmental Relations Committee met on Tuesday, October 22, 2019 at 7:20 <br />p.m. Present were committee members Glassburn, Schumann and Hemann; Council <br />members Brossard, Kearney and Limpert; Mayor Kennedy, Director of Finance Copfer, <br />Director of Human Resources Gallo, Director of Planning & Development Lieber and <br />guests. <br />Discussed was the appointment of James Gearhart to the Landmarks Commission <br />for an unexpired term ending December 31, 2020. Mr. Gearhart has lived in North <br />Olmsted for almost 40 years. He has been involved with the North Olmsted <br />Historical Society for seven years. The committee recommended to approve Mr. <br />Gearhart 3-0. <br />Councilman Glassburn moved to appoint James Gearhart to the Landmarks Commission <br />for an unexpired term ending December 31, 2020. The motion was seconded by <br />Councilman Schumann and passed unanimously. <br />Roll Call: <br />Yes: Glassburn, Schumann, Williamson, Limpert, Hemann, Brossard, Kearney <br />No: None <br />Motion carried. Mr. Gearhart appointed 7-0. <br />AUDIENCE PARTICIPATION <br />Jennifer Rudolph <br />3329 Walter Road <br />Ms. Rudolph asked Council to consider Ordinance 2019-90 and 2019-91 carefully before <br />passing it. She said checked with several local communities and none of them have <br />Building under Human Resources. She said Building and Planning are two sides of the <br />same coin. Ms. Rudolph said it's not about the people in the position, it's about the <br />departments. She said it doesn't make sense to put Building, which deals in property <br />maintenance, code enforcement, zoning, etc, in Human Resources, which deals with <br />payroll, benefits, FMLA, etc. She said it is not a good fit. Ms. Rudolph said if the City <br />does need communications, get a charter amendment and create a Community Life <br />Services person. There was one 10 years ago and it was decided it wasn't needed, if it is <br />need now, get the amendment and put Aging and Youth and Family Services along with <br />maybe Recreation and Springvale under this position. She said the current plan though is <br />trying to put a square peg in a round hole and isn't good for the citizens. <br />Duane Limpert <br />4921 Berkshire Drive <br />Mr. Limpert said he had the privilege of going to a City Council meeting in a city in <br />Florida. He said Council and the Administration should take pride in how things are <br />done. He said the professionalism of the Council at the meeting he attended in Florida <br />was just a little below the All Scouts Day annual meeting here. He said he did not believe <br />5 <br />
