Council Minutes of 12-3-2019 Resolution 2019-101 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Director of Planning and Development to make application on behalf of the City of North Olmsted for the 2020 Cuyahoga County Supplemental Grant Program; further authorizing the Mayor to accept funds, if awarded, and to execute a contract as required; and declaring an emergency. Councilman Kearney moved to suspend the rule requiring three readings as this was discussed in committee and is time sensitive. The motion was seconded by Councilwoman Hemann and passed unanimously. Resolution 2019-101 adopted 7-0. Ordinance 2019-103 was introduced and placed on first reading by Council President Jones on behalf of Mayor Kennedy. An Ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2019 and declaring an emergency. Resolution 2019-104 was introduced and placed on first reading by Council President Jones on behalf of Mayor Kennedy. A Resolution authorizing the Mayor to enter into a vending services contract with Pepsico Foodservice, and declaring an emergency. Ordinance 2019-105 was introduced and placed on first reading by Councilman Kearney. An Ordinance (1) exempting retail establishments in the City of North Olmsted from Cuyahoga County Ordinance 02019-0005, creating a new Chapter 1304 of the Cuyahoga County Code and establishing a countywide ban on disposable bag usage in retail establishments; and (2) creating new Chapter 761 of the Business Regulation Code of the Codified Ordinances of the City of North Olmsted entitled "Retail Disposable Bag Recycling," and declaring an emergency. Resolution 2019-106 was introduced and placed on first reading by Council President Jones on behalf of Mayor Kennedy. A Resolution authorizing the Mayor to enter into agreements with the City of Cleveland, Division of Water to establish a Municipal Utilities District, to restate the Water Services Agreement, and to provide for the transfer of Water Utility Assets from the City of North Olmsted. Ordinance 2019-107 was introduced and placed on first reading by Council President Jones on behalf of Mayor Kennedy.
