Council Minutes of 12-17-2019 <br />legislation. The City of Independence voted to opt out of the County legislation, <br />but only for retailers over 10,000 square feet. It did not include a small business <br />so to speak. Giant Eagle is eliminating plastic bags by 2025. The County is <br />proposing a July 1, 2020 implementation, but that is only proposed and not voted <br />on. That is tonight's update and was to ensure Council had the most current <br />information available. The committee did previously vote 2-1 to recommend to <br />Council. <br />Councilman Glassburn Chairman of the Intra -Governmental Relations Committee: <br />The Intra -Governmental Relations Committee met on Tuesday, December 17, 2019 at <br />7:29 p.m. Present were committee members Glassburn, Schumann and Hemann; Council <br />members Brossard, Kearney, Limpert and Williamson; Council President Jones; Mayor <br />Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of <br />Law Gareau, Director of Safety & Service Glauner, Director of Planning & Development <br />Lieber, Councilman elect Kelly and guests. <br />0 Discussed was the reappointments of Greg Malone to a five year term starting <br />1/1/20 to 12/31/24 to the Planning and Design Commission, Jim Morse and <br />Gretchen Schuler to a two year term starting 1 / 1 /20 to 12/31/21 to the Landmarks <br />Commission and Sue Collander to a four year term starting 1/1/20 to 12/31/23 to <br />the Arts Commission. The committee recommended to approve all four 3-0. <br />Councilman Glassburn moved to reappoint Greg Malone to a five year term starting <br />1/1/20 to 12/31/24 to the Planning and Design Commission, Jim Morse and Gretchen <br />Schuler to a two year term starting 1 / 1 /20 to 12/31/21 to the Landmarks Commission and <br />Sue Collander to a four year term starting 1/1/20 to 12/31/23 to the Arts Commission. <br />The motion was seconded by Councilman Schumann and passed unanimously. <br />Roll Call: <br />Yes: Glassburn, Schumann, Hemann, Limpert, Kearney, Williamson, Brossard <br />No: None <br />Motion carried. Mr. Malone, Mr. Morse, Ms. Schuler and Ms. Collander appointed 7-0. <br />Councilman Glassburn wished Councilman Kearney success in all his future endeavors. <br />AUDIENCE PARTICIPATION <br />John Holian <br />5731 Sherwood Drive <br />Mr. Holian spoke out in favor of banning plastic bags. He said in the past stores didn't <br />give out bags and people carried bags with them. He said times have changed and plastic <br />has become more common and it is polluting our land and water. He said there is talk <br />about putting recycling bins inside Giant Eagle. He said one is outside now and it is <br />hardly used. He said there is no incentive to get people to collect their bags and bring <br />them back for recycling. Mr. Holian said he doesn't believe in 10 or 15 years there will <br />be plastic bags. He said this is an opportunity to be a leader in this kind of change. <br />3 <br />
