Council Minutes of 12-17-2019 <br />Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of <br />Finance Copfer, Director of Human Resources Gallo, Director of Law Gareau, Director <br />of Safety & Service Glauner, Director of Planning & Development Lieber, Councilman <br />elect Kelly and guests. <br />• Discussed was Ordinance 2019-108. An Ordinance authorizing the Mayor to enter <br />into contracts for the deposit of public monies with the institutions designated by <br />Council as depositories for the active and interim account of the City, and <br />declaring an emergency. This is something that is done every five years and <br />allows the Mayor to enter into agreements with these local banks so they can <br />handle the City's money. The committee voted 3-0 to recommend to Council with <br />suspension. <br />Councilman Schumann asked for a moment of personal privilege. He said he would like <br />to add to the sentiment. I am going to miss Mr. Kearney and awful lot and I hope he texts <br />me during the day sometime and says hi. <br />Councilman Limpert asked for a moment of personal privilege. I made my comments to <br />Councilman Kearney in private and he knows what those are. Thank you. <br />Councilwoman Hemann asked for a moment of personal privilege. I want to tell <br />Councilman Kearney how much I've always appreciated his support on Council. I am <br />going to truly miss our conversations that usually started out, "Kearney, it's Hemann," or <br />"Hemann, it's Kearney." I will miss you Mr. Kearney and thank you for all you have <br />done for us and for me. <br />Councilwoman Hemann Chairwoman of the Environmental Control Committee: <br />The Environmental Control Committee met on December 17, 2019 at 7:00 p.m. Present <br />were committee members Hemann, Glassburn and Williamson; Council members <br />Brossard, Kearney, Limpert and Schumann; Council President Jones; Director of Human <br />Resources Gallo, Director of' Law Gareau, Director of Safety & Service Glauner, <br />Councilman elect Kelly and guests. <br />• Discussed was Ordinance 2019-105. An Ordinance (1) exempting retail <br />establishments in the City of North Olmsted from Cuyahoga County Ordinance <br />02019-0005, creating a new Chapter 1304 of the Cuyahoga County Code and <br />establishing a countywide ban on disposable bag usage in retail establishments; <br />and (2) creating new Chapter 761 of the Business Regulation Code of the <br />Codified Ordinances of the City of North Olmsted entitled "Retail Disposable <br />Bag Recycling," and declaring an emergency, as amended. The amendment was <br />passed yesterday. It outlined how the recycling would work and that it would be <br />internal to a business rather than external like in a parking lot. The meeting <br />tonight was to catch everyone up as the activity on this issue seems to move daily, <br />sometimes hourly. Council has received in general about 23 to 25 e-mails on this <br />subject. Several of those were from nonresidents. Each Councilmember has <br />received several phone calls and that tally is a little harder to report. The City of <br />Cleveland opted to extend implementation to July 1, 2020 and that is voted <br />2 <br />
