Council Minutes of 12-17-2019 <br />Mr. Foley said he was the Director of Sustainability for Cuyahoga County. He said the <br />department has been around for about four and a half years and its job is to think about <br />clean energy and environmental matters. As County Councilman Miller expressed this <br />was passed in May, but there have been years of hearings on it. He said there has been <br />lots of opportunity for the public to engage in conversation on the legislation. Mr. Foley <br />said plastic bags are a nuisance. He said 320 million are given out in Cuyahoga County <br />alone. He said he gets the concern about communication with communities. He said that <br />is one of the reasons why the County Council is going to extend enforcement until July <br />on Thursday night. Mr. Foley said the County has hired some consultants to develop <br />marketing tools and going to have community meetings. He also said there are 50,000 <br />bags from the Solid Waste District that will be distributed at senior centers and to <br />individuals who could use them. He said Cuyahoga County isn't the first place to do this. <br />He said there are over 400 communities throughout the United States and whole countries <br />across the world that have banned or regulated the use of plastic bags. He said people get <br />used to it, it becomes normalized and part of their regular behavior after the bans go in <br />effect. Mr. Foley said recycling right now is broken and it costs more to recycle than to <br />landfill. He said he hates to say it but any bags coming from the recycling program the <br />City wants to implement just aren't going to be used and just thrown into the garbage. He <br />said the Great Lakes are precious and need to be protected as much as possible and he <br />asks Council not to support this legislation. <br />David Mellick <br />27499 Edgepark Blvd <br />Mr. Mellick said he is for the plastic bag ban as it is a necessary change. He said <br />microplastics go into the ground and there are studies that earthworms will have less <br />weight. He said you've seen videos where scuba divers come across fish in a plastic bag <br />and they would just sit there and die if the scuba divers didn't remove the bag. Mr. <br />Mellick said the fewer plastic bags the better and Council should not try to fight this <br />change. <br />Tim Smith <br />6053 Sherwood Drive <br />Mr. Smith wanted to thank Councilman Kearney for his years of service and dedication <br />to the residents of North Olmsted. He said during his brief time on Council he was one of <br />the members who took him under his wing and helped him learn the ropes. Mr. Smith <br />said he was a hard worker and it does not go unnoticed. He said the residents are losing a <br />great guy and he will be missed. <br />Sam Kaufman <br />4500 Porter Road <br />Mr. Kaufman said he was back again to complain about the issue of people driving <br />around his house. He said someone demolished his entire front yard and it was so bad it <br />went into his neighbor's yard. He said he does not know what to do anymore as he has <br />been complaining about this for three or four years now. Mr. Kaufman said he is now a <br />father of two little girls and if you look in the photos the car drove over the driveway <br />0 <br />
