Council Minutes of 1-21-2020
Roll Call:
Yes: Brossard, Schumann, Williamson, Glassburn, Kelly, Limpert
No: Hemann
Motion carried. Councilman Limpert appointed to the Landmarks Commission.
Councilwoman Hemann voted no with comment. I would like to comment those are my
residents in the Historic District, which is serviced by Landmarks. Unfortunately,
throughout the years everything I have desired for those residents have fallen on deaf ears
even though one of our Councilmembers is a sitting member of that Landmarks
Commission. We do not have a budget for the Landmarks Commission and we should.
We don't have any services provided to those residents except the Home Heritage
Program, which I did bring to the Landmarks Commission by having a pilot program that
I turned over to Ms. Lieber. She has run it successfully and all of our residents are
pleased with that. Unfortunately, there are other commissions that do in fact have budgets
and our residents in this case do not. I also did want to pursue that, but was asked to step
aside in favor of Mr. Limpert. I disagree that I should not be the person. However, I will
let Mr. Limpert serve and hopefully he will take on all those tasks I have been arguing for
all along.
Mr. Limpert voted yes with comment. I look forward to supporting on Landmarks again.
In the past, when we needed items, we requested it as part of Budget Hearings and have
received funds to support things. Hopefully that will continue. I look forward to serving.
Thank you.
Councilwoman Williamson moved to appoint Councilman Brossard to the Recreation
Commission. The motion was seconded by Councilman Schumann and passed
unanimously.
Roll Call:
Yes: Williamson, Schumann, Glassburn, Hemann, Kelly, Limpert, Brossard
No: None
Motion carried. Councilman Brossard appointed to the Recreation Commission.
Mr. Borssard voted yes with comment. I appreciate the nomination from my colleagues
and I am honored to continue to serve on that Commission. Thank you.
Councilman Schumann Chairman of the Finance Committee:
The Finance Committee met on Tuesday, January 14, 2020 at 7:00 p.m. Present were
committee members Schumann, Brossard and Kelly; Council members Glassburn,
Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of
Finance Copfer, Director of Safety & Service Glauner and guests.
• Discussed were Ordinances 2020-9 through 2020-15. These are all renewals of
Notes in Anticipation of Bonds. This is all previously approved spending being
refinanced. The Director of Finance had a chart showing how the bonds would be
paid out of different funds. The committee voted 3-0 to recommend each of these
to Council.
2
