Council Minutes of 1-7-2020 <br />such products. Director Glauner discussed the different uses for diesel and <br />gasoline throughout the City. The committee voted 3-0 to recommend to Council. <br />Councilman Kelly Chairman of the Recreation, Public Parks & Buildings Committee: <br />The Recreation, Public Parks & Buildings Committee met on Monday, January 6, 2020 at <br />7:11 p.m. Present were committee members Kelly, Hemann and Brossard; Council <br />members Glassburn, Limpert, Schumann and Williamson; Council President Jones; <br />Mayor Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, <br />Director of Safety & Service Glauner, Director of Planning & Community Development <br />Lieber, Recreation Commission Drenski and guests. <br />• Discussed first was Resolution 2019-114. A Resolution authorizing the Mayor to <br />advertise for bids for the award of a contract to provide construction services for <br />the Recreation Center Ice Rink Project, as detailed in the specifications on file in <br />the Department of Planning & Development, and authorizing the Mayor, <br />following approval of the Board of Control to contract for the same with the <br />lowest and best bidder. Director Lieber said this allows the City to go out to bid <br />on the project. The plan is to proceed with the repairs of the roof, full upgrade of <br />the HVAC units and replacement of the insulation, ice floor and dasher boards. <br />There will be an addition of a wall separating the rink from the warming area and <br />new flooring in the warming area, locker rooms and concession area. She said this <br />will be a hybrid project with a bid build and a design build component. Council <br />has met the Temptest team and the Temptest design build contract will come <br />before Council soon. This legislation is to bid the general contractor. After <br />discussion, the committee voted 3-0 to recommend to Council. <br />• Discussed next was Resolution 2019-115. A Resolution authorizing the Director <br />of Public Service to solicit quotes for the award of a contract to provide <br />construction services for the Springvale Dredging Project, and authorizing the <br />Mayor, following approval of the Board of Control, to contract for the same with <br />the lowest and best contractor. The Director of Safety & Service said this has <br />been budgeted for the past four years, but it was not done last year. The pond is <br />drained and the sludge is taken out of it. The sludge is either hauled off site or <br />kept onsite if it can be used. The cart paths can be restored if damaged during the <br />dredging. A question from committee was if the service department could do this <br />and the response was no, they have tried in the past and it did not work. Director <br />Glauner said this is specialized work. Director Copfer said the funding will be <br />split between the Springvale and permanent improvement street and storm fund. <br />The committee voted 3-0 to recommend to Council. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert <br />25057 Carey Lane <br />Mr. Lambert said Council had a hardcore press to not opt out of the County legislation at <br />the last meeting and he wanted to commend Council for opting out of the County ban.
