Council Minutes of 2-4-2020 <br />Yes: Schumann, Brossard, Hemann, Glassburn, Limpert, Williamson, Kelly <br />No: None <br />Motion carried. Ordinance 2020-16 amended 7-0. <br />• Discussed next was Resolution 2020-17. A Resolution authorizing the Mayor to <br />enter into an agreement with Enterprise to lease five (5) vehicles, and authorizing <br />the Mayor, following approval of the Board of Control, to execute contracts, and <br />declaring an emergency. The plan is to lease four Malibu's for the Building <br />Inspectors and one Equinox which will be the carpool vehicle. The committee <br />voted 3-0 to recommend to Council. <br />Councilman Limpert Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Tuesday, January 28, 2020 at 7:20 p.m. <br />Present were committee members Limpert, Kelly and Glassburn; Council members <br />Brossard, Hemann, Schumann and Williamson; Mayor Kennedy, Director of Safety & <br />Service Glauner and guests. <br />• Discussed first was Resolution 2020-24. A Resolution authorizing the Director of <br />Public Service to advertise for bids for rock salt for roadway ice and snow <br />removal for use by the City of North Olmsted, as detailed in specifications on file <br />and further authorizing the Mayor, after approval by the Board of Control, to <br />enter into a contract with the lowest and best bidder. Director Glauner explained <br />the City goes to bid outside of the State program in order to have extra flexibility <br />and not take extra salt the City might not need. While it is higher than the state <br />bid, it has been a better approach as it has allowed us to receive salt in a timelier <br />manner and to get the salt when it is needed. The committee voted 3-0 to <br />recommend to Council. <br />• Discussed next was Resolution 2020-25. A Resolution to authorize an agreement <br />with the Ohio Department of Transportation to detour traffic from Interstate 480 <br />onto Stearns and Lorain Roads during two (2) separate ten (10) day periods, with <br />dates to be determined, during ODOT's resurfacing project. Director Glauner said <br />this does not impact through 480 traffic and those leveraging the on -ramps would <br />be those already planning to use the Stearns or west Lorain road on/off ramps. <br />There was some discussion on if this would delay school or other traffic. The <br />Safety Department did not anticipate delays and noted it would be monitored and <br />adjusted appropriately if needed. The committee voted 3-0 to recommend to <br />Council. <br />• Discussed last was Resolution 2020-23. A Resolution declaring the necessity of <br />the construction and repair of certain sidewalks in the City of North Olmsted by <br />the abutting property owners; the construction, repair, and assessment of the costs <br />of sidewalks in certain cases by the City, and declaring an emergency. This is a <br />continuation of the Sidewalk Program. There was discussion around recent <br />citing's of residents around North Olmsted High School because of issues with <br />the sidewalks and the school's emergency evacuation plan. There was talk about <br />working with the residents to take advantage of the costs of the Sidewalk <br />Program. The committee voted 3-0 to hold in committee. The committee met <br />again this evening and voted 3-0 to recommend to Council. <br />3 <br />
