Council Minutes of 2-4-2020 <br />Yes: Brossard, Williamson, Glassburn, Hemann, Limpert, Schumann, Kelly <br />No: None <br />Beth Ann Roshetko appointed to the Charter Review Commission <br />Jeff Strugeon Roll Call: <br />Yes: Hemann, Limpert, Brossard, Glassburn, Schumann, Williamson, Kelly <br />No: None <br />Jeff Strugeon appointed to the Charter Review Commission <br />Elizabeth Supan Roll Call: <br />Yes: Kelly, Schumann, Hemann, Glassburn, Limpert <br />No: Williamson, Brossard <br />Elizabeth Supan appointed to the Charter Review Commission <br />Councilman Kelly Chairman of the Recreation, Public Parks & Buildings Committee: <br />The Recreation, Public Parks & Buildings Committee met on Tuesday, January 28, 2020 <br />at 8:03 p.m. Present were committee members Kelly, Hemann and Brossard; Council <br />members Glassburn, Limpert, Schumann and Williamson; Mayor Kennedy, Director of <br />Human Resources Gallo, Director of Law Gareau, Director of Safety & Service Glauner, <br />Recreation Commissioner Drenski and guests. <br />• Discussed was Resolution 2020-20. A Resolution authorizing the Mayor to enter <br />into a contract with Tempest, Inc., to provide design -build services for the ice area <br />dehumidification, air handling and rink floor modification, as part of the North <br />Olmsted Recreation Center Ice Rink Project, and authorizing the Mayor, <br />following approval of the Board of Control, to execute said contract. The Mayor <br />said this is a hybrid project and Council granted approval for the first part at the <br />January 21 meeting. He said the contract is $900,855.00, which is under the <br />anticipated budget for this portion of the work. Commissioner Drenski said there <br />were a couple of changes, which are included in this contract. The committee <br />requested the contract be circulated to Council once it is completed. The <br />committee voted 3-0 to recommend to Council. <br />AUDIENCE PARTICIPATION <br />Jim Burns <br />30119 Lorain Road <br />Mr. Burns introduced himself as talking on behalf of the Chamber of Commerce. He said <br />this Ordinance wants the Building Commissioner to act on his own, where the current <br />Ordinance requires these decisions to be passed up to the Director where a second set of <br />eyes looks at what is being done. He said it's not one person being prosecutor, judge and <br />juror. He said the Chamber of Commerce wants to keep the second set of eyes looking at <br />these things. He said the Ordinance is not housekeeping, it is a change in procedure, <br />which is important because it gives the review and second look. Mr. Burns said if it was <br />solely a housekeeping change the Director of Planning and Development would be <br />changed with the Director of Human Resources to keep in compliance with Ordinances <br />5 <br />
