Council Minutes of 2-4-2020 Yes: Brossard, Williamson, Glassburn, Hemann, Limpert, Schumann, Kelly No: None Beth Ann Roshetko appointed to the Charter Review Commission Jeff Strugeon Roll Call: Yes: Hemann, Limpert, Brossard, Glassburn, Schumann, Williamson, Kelly No: None Jeff Strugeon appointed to the Charter Review Commission Elizabeth Supan Roll Call: Yes: Kelly, Schumann, Hemann, Glassburn, Limpert No: Williamson, Brossard Elizabeth Supan appointed to the Charter Review Commission Councilman Kelly Chairman of the Recreation, Public Parks & Buildings Committee: The Recreation, Public Parks & Buildings Committee met on Tuesday, January 28, 2020 at 8:03 p.m. Present were committee members Kelly, Hemann and Brossard; Council members Glassburn, Limpert, Schumann and Williamson; Mayor Kennedy, Director of Human Resources Gallo, Director of Law Gareau, Director of Safety & Service Glauner, Recreation Commissioner Drenski and guests. • Discussed was Resolution 2020-20. A Resolution authorizing the Mayor to enter into a contract with Tempest, Inc., to provide design -build services for the ice area dehumidification, air handling and rink floor modification, as part of the North Olmsted Recreation Center Ice Rink Project, and authorizing the Mayor, following approval of the Board of Control, to execute said contract. The Mayor said this is a hybrid project and Council granted approval for the first part at the January 21 meeting. He said the contract is $900,855.00, which is under the anticipated budget for this portion of the work. Commissioner Drenski said there were a couple of changes, which are included in this contract. The committee requested the contract be circulated to Council once it is completed. The committee voted 3-0 to recommend to Council. AUDIENCE PARTICIPATION Jim Burns 30119 Lorain Road Mr. Burns introduced himself as talking on behalf of the Chamber of Commerce. He said this Ordinance wants the Building Commissioner to act on his own, where the current Ordinance requires these decisions to be passed up to the Director where a second set of eyes looks at what is being done. He said it's not one person being prosecutor, judge and juror. He said the Chamber of Commerce wants to keep the second set of eyes looking at these things. He said the Ordinance is not housekeeping, it is a change in procedure, which is important because it gives the review and second look. Mr. Burns said if it was solely a housekeeping change the Director of Planning and Development would be changed with the Director of Human Resources to keep in compliance with Ordinances 5
