CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2020 - SI <br />By: Mayor Kennedy and Council President .tones Co -Sponsor: Councilwoman Hemann <br />AN ORDINANCE ESTABLISHING TEMPORARY EMERGENCY <br />AUTHORITYOFTHE, MAYOR BY. - <br />(1) PRE -AUTHORIZING EXPENDITURE OF FUNDS IN EXCESS OF <br />550,000.00 AS AN EXCEPTION TO PUBLIC BIDDING DURING REAL <br />AND PRESENT EMERGENCIES; <br />(2) INCREASING THE /VIA}OR'S COATRACTI'1'G AI'THORITY FROA1 <br />55,000.00 TO $100,000.00 TO ADDRESS DEVELOPING EMERGENCY <br />CONDITIONS; <br />(.3) DISPENSING GENERALLY WITH THE PROCEDURES FOR <br />ENTERING INTO PERSONAL SERVICES CONTRA CTSAS SET FORTH <br />IN CHAPTER 112 OF THE CODIFIED ORDINANCES OF THE CITY OF <br />NORTH OLMSTED DUE TO AN EMERGENCY SITUATION, BUT <br />SUBJECT TO A LIMIT OF 5100,000.00; AND <br />(4) ,A UTHORIZING THE MA YOR TO NEGOTIATE AND ENTER INTO <br />REVISIONS OF COLLECTIVE BARGAININGAGREEMENTS <br />ALL IN RESPONSE TO THE MARCH 9, 2020 EXECUTIVE ORDER 2020-01- <br />D BYSTATE OF OHIO GOVERNOR MIKE DE111NE DECLARINGA STATE <br />OF EMERGENCY, AND DECLARING AN EMERGENCY. <br />WHEREAS, the Center for Disease Control ("(.'I)("") is responding to an outbreak of <br />respiratory disease caused by a new coronavirus that was first detected in China and which has <br />now been detected in more than 100 locations internationally. including the United States. That <br />new virus has been named "SARS-Cov--"" and the disease it causes has been named coronavirus <br />disease 2019. or "C.`OVID-19-1- and <br />WHEREAS, on March 11, 2020, the World 1-lealth Organization ("W'1i0"') publically <br />characterized COVID-19 as a global pandemic requiring urgent and aggressive action to control <br />the spread of the virus; and <br />WHEREAS, on March 9, 2020. Executive Order 2020-01 D "Declaring a State of <br />Emergency" was issued by Ohio Governor Mike DeWine, urging citizens to avoid large indoor <br />gatherings and to minimize close contact and possible exposure to those infected with COVID-19; <br />and <br />
