Council Minutes of 3-03-2020 <br />authorize the settlement he will come back to Council to get authorization <br />depending on how much will be involved. <br />Director of Finance Copfer: <br />• Last Tuesday, the City sold the new money capital notes. She said it was a good <br />time to sell. She said there were five investors who wanted to buy the entire <br />amount. She said each took 115 of the issue. Director Copfer said the yield was <br />1.1% and with all the costs included, which is called the all in interest cost, the <br />total rate paying all in is 1.77 percent and the coupon is 2% which was sold at a <br />premium. <br />Council President Jones, Committee of the Whole: <br />The Committee of the Whole met on Tuesday, February 25, 2020 at 8:00 p.m. Present <br />were Council members Brossard, Glassbum, Hemann, Limpert and Williamson; Council <br />President Jones; Director of Finance Copfer, Director of Human Resources Gallo, <br />Director of Safety & Service Glauner, Director of Planning & Community Development <br />Lieber and guests. <br />• Council met regarding the City's text messaging system due to a message that <br />was sent out that many Councilmembers felt was an inappropriate use of City <br />resources. The Council asked to have a written policy on the use of the City text <br />message system and all means of communications with residents within the next <br />three weeks. <br />Councilwoman Williamson Chairwoman of the Building, Zoning & Development <br />Committee: <br />The Building, Zoning & Development Committee met on Tuesday, February 25, 2020 at <br />7:40 p.m. Present were committee members Williamson and Limpert; Councilmembers <br />Brossard, Glassburn and Hemann; Council President Jones; Director of Finance Copfer, <br />Director of Human Resources Gallo, Director of Safety & Service Glauner, Director of <br />Planning and Community Development Lieber and guests. <br />• Discussed was Ordinance 2020-19. An Ordinance amending Chapter 1149 <br />"Mixed Use Districts" of Chapter Eleven of the Codified Ordinances of the City <br />of North Olmsted titled "Planning and Zoning Code," for the purpose of <br />implementing Zoning Code changes proposed by the City of North Olmsted <br />Planning and Design Commission. A Public Hearing was held prior to this <br />meeting. Director Lieber said it would correct various issues within the Code such <br />as: the non-existence of mixed use B districts; the development review process is <br />different than any other non-residential district regulated by Chapter 1126; mixed <br />use A allows any use in the general retail business district which no longer exists <br />since the 2017 Zoning Update and would not be desirable due to the focus on <br />retail; there are no specific landscaping standards and parking regulations are <br />inconsistent with Chapter 1161. Changes to Chapter 1149 will also make its <br />format consistent with other Code sections to include color coding as it relates to <br />the current Zoning Code.
